About this file

This is an instructional guide document from the Commonwealth of Kentucky that provides step-by-step procedures for vendors to submit bids and proposals through the Kentucky Vendor Self Service (VSS) online portal. The document does not reference specific solicitations, products, services, quantities, response dates, due dates, site visits, bidder meetings, award dates, or contract terms. Instead, it serves as a comprehensive user manual detailing the technical process for accessing the VSS platform, locating open solicitations by document ID or keyword search, and completing online responses for different solicitation types including Requests for Bids (RFBs), Requests for Quotes (RFQs), and Requests for Proposals (RFPs).

The instructional guide outlines the submission workflow, which includes responding to line items, completing submission checklists, attaching supporting documentation with a file size limit of 65,000 KB, providing discount information or comments, and reviewing submissions before final submission. The document specifies that vendors must create and maintain an account on the VSS platform to submit responses, notes that the system times out after 30 minutes of inactivity, and explains that vendors may withdraw bids only while solicitations remain in open status. The guide provides browser-specific instructions for both Internet Explorer and Google Chrome for attaching files to submissions but does not contain information regarding pricing terms, set-asides, incumbents, funding sources, or other contract-specific details.
