About this file
This document is an instructional guide published by the Commonwealth of Kentucky for vendors submitting responses to solicitations through the Kentucky Vendor Self Service (VSS) online platform. The guide provides comprehensive step-by-step instructions for vendors to access the VSS site, locate open solicitations, and submit bid responses for various procurement types including Requests for Bids (RFB), Requests for Quotes (RFQ), and Requests for Proposals (RFP). The document covers four primary sections: logging into the VSS portal at https://emars311.ky.gov/webapp/vssprdonline3111d/AltSelfService, searching for solicitations by Document ID or keyword using category, type, and status filters, and completing online bid responses through a multi-step submission process. The response process requires vendors to complete submission checklists, respond to individual line items with bid types (standard bid, no bid, or bid with conditions), enter unit prices or contract amounts, and specify delivery days where applicable.
The submission process includes provisions for attaching supporting documentation such as bid sheets, catalogs, and annual affidavits, with a file size limitation of 65,000 KB per attachment. For RFP submissions, vendors must attach separate documents for cost, technical, and proprietary information. The platform allows vendors to add discounts and overall comments in Step 4 and includes a final review and submission stage. The system implements a 30-minute inactivity timeout, with the document recommending frequent saving of changes to prevent data loss. Additionally, the guide outlines the withdrawal process for submitted responses, which is only permitted when the solicitation status remains open, requiring vendors to locate their response on the Solicitation Responses tab and confirm the withdrawal action.
