About this file
This file is instructional guidance from the Virginia eVA portal on how to respond to an Invitation for Bid (IFB) solicitation. The document outlines the procedural steps for Virginia vendors to submit bids through the eVA system for state and local contract opportunities. The guidance directs bidders to review all opportunity information and documents, contact the buyer with questions, and then proceed through the online response portal. Bidders must complete the Response Information tab to provide proposal details and upload any requested supplier documentation such as acknowledgements of addendum, references, and licenses. The Item tab requires bidders to input unit prices for each line item, with the option to download the item list to Excel and upload a completed quotation. All response grids must be completed, and bidders must validate and submit their proposals through the system, which will provide confirmation upon successful submittal. Bidders may save their progress at any time and return later to continue work on their bids through the Sourcing and Manage RFx's sections.
The guidance emphasizes that bidders should thoroughly review all RFx documents and attachments before responding and maintain contact with the buyer for clarification on requirements. The system allows bidders to edit proposal labels, establish validity end dates, add descriptions, and attach only information specifically requested by the buyer. Once submitted, bidders can revisit their proposals and view other solicitations they have been matched with through the Sourcing, Manage RFx's function. This instructional document does not contain pricing information, set-asides, funding sources, or contract award details, as it serves solely as a procedural guide for the submission process on the Virginia eVA platform.
