About this file
This is an instructional guide document from the eVA (Virginia's electronic procurement system) that provides step-by-step directions for vendors responding to an Invitation for Bid (IFB) solicitation posted by the Commonwealth of Virginia. The related procurement opportunity involves Pocahontas State Park in Chesterfield County, which seeks a qualified contractor to perform asphalt paving, improvements, general maintenance, and repairs on approximately 19,702 square feet of asphalt access ways and accommodation parking areas at Swift Creek Road and Campground Road. A mandatory pre-bid meeting is scheduled for April 3, 2026, at 11:00 AM at the Park Office, with questions due by 5:00 PM on the same date.
The instruction guide outlines the submission process through the eVA online portal, beginning with reviewing all solicitation documents and contacting the buyer with questions before responding. Bidders must complete the Response Information tab, attach any requested supplier documents such as licenses or acknowledgments of addendums, input unit prices for each line item on the Items tab, and validate and submit their complete proposal. Bidders may save their progress at any time and return to complete their submission later through the Sourcing/Manage RFx's section. The guide emphasizes the importance of thoroughly reviewing all RFx documents prior to submission and notes that bidders can download the item list to Excel for quotation completion if preferred.
