About this file
This is a Request for Proposals (RFP) issued by the City of Fillmore, California Planning and Community Development Department for Housing Element Update Services covering the 7th Cycle Planning Period from October 2029 through October 2037. The City seeks qualified planning consultants or multidisciplinary consultant teams to prepare and obtain adoption and Housing and Community Development (HCD) certification of a comprehensive Housing Element that complies with California Housing Element Law and HCD requirements. Primary deliverables include a Housing Needs Assessment, Affirmatively Furthering Fair Housing (AFFH) analysis, housing constraints analysis, housing sites inventory with Regional Housing Needs Allocation (RHNA) analysis, rezoning and zoning implementation recommendations, housing goals and policies, community engagement materials, Environmental Review/CEQA documentation, and multiple Housing Element drafts progressing through administrative, public review, HCD review, and final adoption phases. The City anticipates project initiation in January 2027, with the Administrative Draft due approximately six months after contract award, the first Public Review Draft within 60 days of SCAG's final RHNA release, and HCD certification targeted before October 2029. Proposals must be submitted electronically via PlanetBids by 5:00 P.M. on December 1, 2026, with interviews potentially conducted between January 11-22, 2027, and award notification expected in January 2027. Pre-proposal site visits are available upon request, and the City encourages consultant familiarity with local conditions and contract documents prior to submission.
The City will compensate the selected consultant through a not-to-exceed contract amount covering all base scope services through adoption and HCD certification, with pricing organized by task and identifying labor, subconsultant costs, and direct/reimbursable expenses including mileage, copies, binding, postage, parking, and travel. Optional post-adoption services such as Annual Progress Report assistance, rezoning implementation, and housing program support shall be separately priced using hourly rates. The City has not yet received the 7th Cycle RHNA, with SCAG draft allocations expected around April 2028 and final allocation in October 2028; for reference, Fillmore's 6th Cycle RHNA totaled 415 units across income categories (Very Low: 73, Low: 61, Moderate: 72, Above Moderate: 209). The selected consultant must maintain comprehensive insurance including commercial general liability ($1,000,000 per occurrence/$2,000,000 aggregate), professional liability/errors and omissions ($1,000,000 per claim and aggregate), workers' compensation, and automobile liability ($1,000,000 combined single limit). The City reserves the right to reject any proposals, request clarifications, conduct interviews, negotiate terms, and select based on qualifications and proposed cost rather than lowest bid; no incumbent is identified as the 6th Cycle Housing Element was previously prepared, and proposals will be evaluated on demonstrated qualifications, technical approach, relevant experience, project team quality, schedule feasibility, community engagement strategy, and cost.

1. INTRODUCTION AND BACKGROUND
1.1 City of Fillmore
Known as “The Last Best Small Town in southern California” for its quaint small town, charming buildings, and historic downtown the City of Fillmore (population approximately 16,600) is a fantastic family-oriented community to live and work. With extraordinary opportunities for growth, a vibrant community, and an economy driven by agriculture and tourism, the City of Fillmore is conveniently located adjacent to Highway 126 in Ventura County midway between Santa Clarita and Ventura. The City is easily accessible from throughout Ventura County and western Los Angeles County. Being situated at the foot of the Topatopa Mountains in the Santa Clara River Valley, the City supplements great regional access to outdoor recreation with excellent local amenities and cultural events. The local parks, aquatic facility, nearby Pacific Ocean, and numerous hiking trails, including the Sespe Condor Sanctuary, provide year-round activities for residents and visitors alike.
The City also partners with the Fillmore Unified School District on matters of community coordination and emergency preparedness. The City has a total of three (3) parks, which may serve important roles in emergency preparedness, response, recovery, public information, sheltering, staging, or other emergency-management activities, as appropriate.
*Fun Fact: * The City of Fillmore, incorporated in 1914, was originally founded in 1887 with the arrival of the Southern Pacific Rail line. The City’s climate, groundwater, and fertile soil thereafter, led to its agriculture based economy that continues to the present day. Notable agriculture is orange, lemon and avocado orchard farming and packing, as well as specimen tree farming. Hollywood film makers have also found the City of Fillmore; recognizing its early 20th century architecture, a variety of successful films and television shows have been filmed in the City.
