About this file

This is a Request for Quotes (RFQ) issued by Lane County, Oregon's Public Works Department seeking qualified vendors to conduct a comprehensive analysis of barriers to affordable housing in Lane County. The project requires respondents to evaluate land use code impediments, building code barriers, and county processes that inhibit affordable housing development, with specific emphasis on Accessory Dwelling Units (ADUs) and tiny homes. The scope of work includes conducting a literature review, synthesizing findings into a maximum 10-page report for the Board of County Commissioners, reviewing Lane County's Land Management Division processes and staffing structure, and presenting findings to the Board. Responses must be submitted as a single compiled PDF not exceeding 10 pages by June 23, 2023, at 5:00 PM Pacific Time to Dan Hurley at dan.hurley@lanecountyor.gov. The County anticipates selecting a vendor within three weeks of receiving responses, with estimated completion time being a significant factor in the selection decision. Lane County staff will be available for in-person or virtual interviews to support the analysis.

The RFQ does not specify a maximum budget or pricing structure but requires respondents to submit a cost proposal showing estimated hours and cost for each item in the scope of work. Respondents must demonstrate expertise in Oregon Land Use Law, zoning, and building codes, and should submit firm information, qualifications with example projects, team member qualifications, a statement of availability with estimated timeline, and a minimum of three references. A Questions and Answers period was established with a deadline of June 12, 2023, for submissions, with answers to be posted by June 19, 2023. The RFQ does not mention set-asides, incumbent vendors, or specific funding sources, but emphasizes the urgency of the work and indicates that vendor selection will consider price, qualifications, and ability to complete the work efficiently.

Lane County, Oregon, is facing a severe housing shortage that has increased the cost of housing throughout the County. Concerns include a lack of housing inventory, the difficulty and cost to build, and the time it takes to obtain approvals and permits under Lane County’s jurisdiction. The evaluation should determine if the County is doing everything legally possible to assist homebuilders in the context of applicable laws and regulations. The evaluation should assess what Lane County is doing to support the construction of new housing, how the County is doing, and if there are actions Lane County could be taking to better address this critical issue. Respondents should have expertise in Oregon Land Use Law, Zoning, and Building Codes.
