Horizons of New Mexico, located in Albuquerque, offers an extensive range of services across multiple categories including janitorial and housekeeping services, landscaping, document services, general labor, courier services, and various IT and technology-related offerings. The approved services list comprises 22 offerings that are mandatory procurement options under the State Use Act, while the permissive services list includes 10 additional service categories that may be procured at the discretion of the purchasing agent. Key dates for the related Clinical Assessment Services contract opportunity include a pre-proposal meeting on January 26, 2026, a written questions deadline of January 28, 2026 at 5:00 PM, proposal submission deadline of February 16, 2026 at 3:00 PM, interviews scheduled for February 20, 2026, and anticipated contract award on April 9, 2026.

The Clinical Assessment Services contract itself requires qualified and licensed mental health professionals (Licensed Professional Counselor, Licensed Clinical Social Worker, or Licensed Psychologist) with a minimum of three years of experience in substance use disorder assessments to conduct comprehensive diagnostic evaluations for DUI offenders. Proposals will be evaluated using a best-value approach with scoring weighted as follows: Scope/Level of Expertise Plan (35%), Value Added Plan (10%), Cost Proposal (30%), Interview (25%), and Local Preference (3-6%), with additional preference points available for businesses certified as Resident Businesses within Santa Fe municipal limits and those utilizing local subcontractors. All assessments and documentation must comply with HIPAA and 42 CFR Part 2 regulations. The document does not specify a contract term length, renewal options, budget range, or award value, nor does it identify any incumbent vendors. Proposals must be submitted electronically through the OpenGov platform.
