About this file
This is a Class Justification and Approval (CJ&A) document for use of other than full and open competition for facilities-related controls systems.
The Naval Facilities Engineering Systems Command (NAVFAC) Northwest seeks approval to use brand-name commercial equipment from Distech EC Line Controllers and Software, and Honeywell Optimizer Line Controllers and Software for all Facility Related Control Systems (FRCS) projects requiring connection to the Control System Platform Enclave (CSPE) at Naval Base Kitsap, Naval Air Station Whidbey Island, Naval Station Everett, Naval Magazine Indian Island, and all special areas under FEC cognizance. The CSPE consists of an area-wide network connecting building-level heating, ventilation, and air conditioning (HVAC) Direct Digital Control (DDC) systems from multiple installations, with software based on Tridium Niagara and Java Application Control Engine (JACE) enabled building-level supervisory controllers. The cost of programmable building controllers represents approximately 20 percent of total controls installation costs. Appendix A lists specific approved Distech product lines (ECY-203, ECY-300, ECY-400, ECY-600, ECY-S1000, ECY-APEX, ECB-300, ECB-400, ECB-600 Series) and Honeywell products (Optimizer Unitary Controller and Optimizer VAV Controller).
The justification for single-source procurement is based on standardization and interoperability requirements with existing CSPE infrastructure, cybersecurity posture and Authority to Operate (ATO) compliance under DoD Instructions 8500.01 and 8510.01, avoidance of substantial cost duplication, and operational efficiency. A Sources Sought announcement posted April 7, 2026 (closed May 4, 2026) on SAM.gov yielded five responses; four were third-party resellers and one failed to demonstrate product capability. The Contracting Officer determined the anticipated cost is fair and reasonable, and FEC will continue monitoring the controls industry for potential alternative sources and universal controller configurations to support future competition.
