About this file
This is a GIS map attachment supporting a competitive procurement for grounds maintenance services issued by Citrus County, Florida Department of Management & Budget. The file depicts the Homosassa Public Library location, one of four library facilities included in solicitation QTE 26-081 for comprehensive mowing and grounds maintenance services. The Homosassa Public Library site encompasses 4.01 acres and is scheduled to receive approximately 25 annual service visits. Mandatory pre-bid conferences are scheduled for February 3 and February 5, 2026, with questions due by February 16, 2026 at 4:00 p.m. Bids are due February 24, 2026 at 2:00 p.m., followed by public bid opening via Microsoft Teams at 2:15 p.m. the same day. Contract award and board approval are scheduled for May 12, 2026. The contract term is two years with three optional one-year renewal periods, contingent upon satisfactory performance, mutual agreement, and fund availability.
Citrus County has appropriated approximately $20,000 for base bid mowing services, with the right to adjust based on funding availability. Compensation is structured on a per-service-visit basis for each library location as detailed in the solicitation exhibits. Alternate bids for optional services including minor pruning, hedging, and weed control may or may not be awarded depending on budget constraints. The County has indicated a preference for local businesses and may grant up to five percent preference on local bids if the cost differential does not exceed $10,000. Bidders must meet mandatory qualifications including minimum two years of commercial mowing experience, active Florida business registration, valid workers' compensation insurance, and commercial general liability coverage of $1,000,000 per occurrence and $2,000,000 general aggregate. Contractors must enroll in ACH direct deposit payment and register with the myCOI insurance portal, and must comply with Florida licensing requirements, E-Verify employment verification, drug-free workplace standards, and all applicable federal and state non-discrimination regulations. Monthly invoices are submitted by the tenth of each month with payment processing within 45 days of invoice verification under Florida Statute 218.74.
