Contractors who are apparent low bidders may request a delayed start within ten days after bid opening, with working day contracts granted a delayed start to be scheduled for completion by June 30, 2027, except for off-pavement and cleanup work.

The contract will be awarded to the lowest responsive and responsible bidder considering conformity with contract terms and conditions established by IDOT. Bituminous materials cost adjustments are optional and may be elected by the bidder at time of submission. The contractor must maintain at least one lane of US 24 open to traffic at all times during construction, with specific restrictions on overnight lane closures and ramp closures at the I-172 and US 24 interchange. No overnight lane closures are permitted except for concrete gutter replacement and lane closure under Standard 701316. The contractor must furnish five changeable message signs operational seven days prior to construction and located at specified intersections. Contractors must contact District 6 Bureau of Operations at least 72 hours in advance and three weeks prior to implementing traffic control. SECTION (1,2)RS-9,SR

Limitations Of Construction: The Contractor shall coordinate the items of work to keep hazards and traffic inconveniences to a minimum, as specified below.

1. The Contractor shall contact the District 6 Bureau of Operations, (217) 785-0494, at least 72 hours in advance of beginning work and three weeks prior to implementing any traffic control.

2. All traffic control signs shall be new and meet current reflectivity standards. Remaining traffic control devices shall be new, or like new, equipped with new reflective sheeting at the time of use. The Engineer will be the sole judge of the condition of the devices.

3. In advance of each lane closure, the Contractor shall provide two “BE PREPARED TO STOP” (W3-4(O)48) signs. These signs shall be tripod mounted and placed at locations as designated by the Engineer, to provide adequate warning in advance of traffic back-ups. DELAYED START

Add the following after the first paragraph of Article 108.03 of the Standard Specifications:

"Contractors who are the apparent low bidder, may submit a written request for a delayed start within ten days after bid opening to the Regional Engineer. The request shall include specific reasons for the delayed start identifying a revised prosecution of work plan and a proposed progress schedule. The Regional Engineer will schedule a meeting with the Contractor within five working days after receipt of the delayed start request. At that time, schedules for the prosecution of work, exact starting dates, and preconstruction conference meeting dates shall be established. Consideration of a delayed start will not affect award decisions, or the procedures followed to execute awarded contracts.

By submission of a delayed start request, the Contractor understands and agrees that the granting of a delayed start shall not be reason for an extension of time to complete the contract, and that the decision to approve a delayed start for any or all contracts will reside with the Department, whose decision shall be final.

Working day contracts granted a delayed start shall be scheduled for completion, except for off-pavement and/or cleanup work, by June 30, 2027. However, upon starting a working day contract, working days will be charged according to Article 108.04 until the contract is complete.”

HMA ANTI-STRIP ADDITIVE REQUIREMENTS

HMA mixtures utilizing crushed gravel or sandstone coarse aggregate shall incorporate an anti-strip additive according to Article 1030.05(c). The additive shall be sufficient to achieve a TSR equal to 0.90 or greater for 6-inch specimens. If a liquid additive is used, the additive quantity shall be between 0.25% and 1.0% of the total weight of liquid asphalt. The mixture shall meet the minimum conditioned tensile strength requirements described in Article 1030.05(c).

The anti-strip additive product utilized for mix design verification shall be used for mixture production. A change in anti-strip additive product requires a reverification of the TSR and minimum conditioned tensile strength requirements prior to mixture production.

HMA mixtures having an ABR greater than 20% incorporating RAP/FRAP materials consisting of crushed gravel or sandstone coarse aggregate shall include an anti-strip additive. Where the RAP/FRAP materials requiring anti-strip were not included in the initial mix design verification, a new mix design is not required. However, a re-verification of the TSR and minimum conditioned tensile strength requirements is required prior to mixture production.

SECTION (1,2)RS-9,SR

This work will not be measured for payment. The cost of furnishing and introducing anti-stripping additives in the HMA shall be in included in the contract unit price of the HMA item involved.

Description. Bituminous material cost adjustments will be made to provide additional compensation to the Contractor, or credit to the Department, for fluctuations in the cost of bituminous materials when optioned by the Contractor. The bidder shall indicate with their bid whether or not this special provision will be part of the contract.

The adjustments shall apply to permanent and temporary hot-mix asphalt (HMA) mixtures, bituminous surface treatments (cover and seal coats), and preventative maintenance type surface treatments that are part of the original proposed construction, or added as extra work and paid for by agreed unit prices. The adjustments shall not apply to bituminous prime coats, tack coats, crack filling/sealing, joint filling/sealing, or extra work paid for at a lump sum price or by force account.

Method of Adjustment. Bituminous materials cost adjustments will be computed as follows.

CA = (BPIP - BPIL) x (%ACV / 100) x Q

Where: CA = Cost Adjustment, $.

BPIP = Bituminous Price Index, as published by the Department for the month the work is performed, $/ton ($/metric ton).

BPIL = Bituminous Price Index, as published by the Department for the month prior to the letting for work paid for at the contract price; or for the month the agreed unit price letter is submitted by the Contractor for extra work paid for by agreed unit price, $/ton ($/metric ton).

%ACV = Percent of virgin Asphalt Cement in the Quantity being adjusted. For HMA mixtures, the % ACV will be determined from the adjusted job mix formula. For bituminous materials applied, a performance graded or cutback asphalt will be considered to be 100% ACV and undiluted emulsified asphalt will be considered to be 65% ACV.

Q = Authorized construction Quantity, tons (metric tons) (see below).

For HMA mixtures measured in square yards: Q, tons = A x D x (Gmb x 46.8) / 2000. For HMA mixtures measured in square meters: Q, metric tons = A x D x (Gmb x 1) / 1000. When computing adjustments for full-depth HMA pavement, separate calculations will be made for the binder and surface courses to account for their different Gmb and % ACV.

For bituminous materials measured in gallons: Q, tons = V x 8.33 lb/gal x SG / 2000 For bituminous materials measured in liters: Q, metric tons = V x 1.0 kg/L x SG / 1000

Where: A = Area of the HMA mixture, sq yd (sq m).

D = Depth of the HMA mixture, in. (mm).

Gmb = Average bulk specific gravity of the mixture, from the approved mix design.

V = Volume of the bituminous material, gal (L).

SG = Specific Gravity of bituminous material as shown on the bill of lading.

SECTION (1,2)RS-9,SR

Basis of Payment. Bituminous materials cost adjustments may be positive or negative but will only be made when there is a difference between the BPIL and BPIP in excess of five percent, as calculated by:

Percent Difference = {(BPIL – BPIP) ÷ BPIL} × 100

Bituminous materials cost adjustments will be calculated for each calendar month in which applicable bituminous material is placed; and will be paid or deducted when all other contract requirements for the work placed during the month are satisfied. The adjustments shall not apply during contract time subject to liquidated damages for completion of the entire contract.
