About this file
This document is a Commercial Solutions Openings (CSO) solicitation for the topic of Illegal, Unreported, and Unregulated Fishing (IUU-F) with Solicitation Number HM157524SC001. The Department of Defense National Geospatial Intelligence Agency is seeking innovative commercial solutions that can track, locate, and identify PRC vessels, including fishing and other unidentified vessels, operating in the INDOPACOM AOR.
The desired solution should provide near real-time delivery of exploited imagery of a small number of identified vessels, regardless of "dark" status, across various EEZs and territories in the USINDOPACOM AOR, in order to be operationally shared with international partners. Key attributes include optimal data coverage and quality, a clear operational plan, and effective collection operations automation. Responses are due by May 24, 2024, and Step 2 (Demonstration/Pitch) will occur at the Defense Innovation Unit (DIU) Headquarters in Mountain View, California. Solutions must be unclassified, commercial, and shareable with international partners.

Commercial Solutions Openings (CSO) Solicitation Number: HM157524SC001 Topic of Interest: Illegal, Unreported, and Unregulated Fishing (IUU-F) Rapid, Sharable, and Actionable Intelligence Problem Statement:
For years, the intelligence community (IC) has grappled with the complex challenge of tracking, locating, and identifying - with actionable intelligence - vessels conducting IUU-F. Many solutions exist from the commercial and government sectors, from imagery exploitation of vessels, to analytics harnessing the power of remote sensing data assets to surface and target the tradecraft of IUU-F actors. Today, the IC is interested in what the commercial market can bring to the table from an end-to-end tasking, collection, processing, exploitation, and dissemination (TCPED) perspective.
The DoD is seeking innovative commercial solutions that track, locate, and identify PRC vessels including fishing and any other unidentified vessels operating in the INDOPACOM AOR. Specifically, the result of this solution should include:
· near real-time delivery of
· exploited imagery of a small number of identified vessels as a result of maintained custody regardless of “dark” status
· across various EEZs and territories in the USINDOPACOM AOR
· in order to be operationally shared with international partners.
Submission Requirements:
Submission responses are due 24 May 2024.
31 May 2024.
Reference the current NGA Commercial Solutions Opening (CSO) for specific instructions regarding the submission process and standard content requirements. For this specific TOI, Step 2 (Demonstration/Pitch) will occur at the Defense Innovation Unit (DIU) Headquarters in Mountain View, California.
Solutions must be unclassified, commercial, and shareable with international partners.
Teaming is encouraged between commercial companies to offer the most holistic end-to-end solution, from data collection thru exploitation.
Desired Solution Attributes:
The IC possesses knowledge of solutions associated with this need, whether it’s identifying these vessels through Automated Identification System (AIS) analytics, radio frequency (RF) geolocation and metadata, or remote sensing analytics using electro-optical (EO) or synthetic aperture radar (SAR) imagery exploitation. However, the objective of this effort is to see collaborative commercial market solutions. Key attributes which will mark success can be to the effect of, but not limited to:
· Data Coverage & Quality: optimal data persistence, coverage, and accuracy/precision of vessel activity characterization for the mission need
· Concept of Operations Definition: a clear operational plan of how to create the proper infrastructure to automate exploited imagery delivery to users and their partners (USG and Foreign)
· Collection Operations Automation: the most effective tipping and queuing operations to meet the near-real timeline for these NSG constituents and increase confidence in detection Evaluation Criteria Reference the CSO process for an understanding of evaluation of solicitation responses
