About this file

This document appears to be a set of vendor questions and the government's responses related to a Request for Proposal (RFP) for a federal contract opportunity titled "MARITIME DOMAIN AWARENESS (MDA) AUTOMATED ANALYTICS FOR MARITIME LAW ENFORCEMENT & SECURITY (AA MLES)".

The key details are:

  • This is a small business set-aside solicitation under NAICS code 541511.
  • The requirement is for broad area maritime domain awareness services, including the ability to track vessels 30m or larger over a 10 million sq km area at least once per day.
  • The government currently has an incumbent contract called Economic Indicator Monitoring (EIM) that can potentially satisfy this requirement, but is using this new solicitation instead.
  • Vendors must be able to integrate their solution's API into the government's Common Operating Picture (COP).
  • The Period of Performance is 4 months base and 2 month option.
  • Vendors do not need to provide a separate price narrative, but can include one in the pricing sheet if desired.
  • The government has confirmed that detections must be possible in maritime areas with cloud cover.

MDA-AA-MLES RFP Vendor Questions
RFP SectionComment/QuestionNGA Response
SOW3.2.1 Coverage requirement states “Provide broad area search across up to 10 million km2 of open ocean, i.e., any area from the coastline outward, at least once per day in AOIs specified by the Government.” And when combined with 3.2.3 “Track vessels (30m or larger) over time as they are observed from multiple EO/SAR imagery.” would require the vendor to price in satellite imagery (EO and SAR) collection for 10 million sqkm per day, which is a significant cost, in order for NGA to standardize pricing for evaluation would the government confirm it requires the collection of 10 million km2 of SAR and or EO per day or provide the size of the AOI anticipated to be specified by the Government for daily observations from imagery? This will assist the vendors and NGA in establishing comparable pricing.NGA requires the collection of 10 million square km of open ocean at least once per day. Offerors should propose accordingly and IAW a manner consistent with their techncial approach.
SOWNGA has a current contract for the same scope called Economic Indicator Monitoring (EIM). EIM is a multi-award IDIQ, with a small business prime, that can satisfy this requirement today. What is the reason NGA is not leveraging the EIM contract?Acquisition planning for this requirement determined use of SAM.gov as the most appropriate mechanism for soliciting this requirement, all factors considered.
GeneralWe see this classified as a Small Business Set-Aside and wanted to confirm this is accurate.Correct, this requirement is set-aside 100% for small business.
SOWThe SOW is ambiguous regarding the API integration with the government COP. Section 3.3.2 appears to indicate that the government will use the contractor's API to perform integration into the COP but Section 5.1.1 appears to indicate that the contractor must use its API to integrate with the government COP. Which interpretation is correct? If the contractor must perform the integration with the government COP, then more information relating to this requirement should be provided in the SOW in order to cost this.Contractor must use its API to integrate into USG COP of choice. Let's assume the initial 4-month PoP is dedicated for USCG. The offeror must be able to use its API to integrate into USCG's COP.
SOW 5.1.1, page 5Based on our review of the solicitation and SOW, it is our assumption is that the Government's intent is to use existing capabilities to meet the requirement stated in the SOW Scope for the period of performance only. Question: Does the Government intend to access the offeror’s solution beyond the period of performance? The POP and need for this specific requriement is as stated in the solicitation. Capabilities need to be ready at start of POP. Any needs beyond those stated here for the same or similar services would most likely be solicited via other solicitations.
SOW 5.1.1, page 5; RFQ HM15724R0011, B.1 Supplies or Services/Prices, page 3; and Section L., Volume II – Cost/Price Data, page 17If it is the Government's intent to use the software past the period of performance, please provide further guidance on how to price this extension beyond the two-month option period? The need for this requirement is exactly as specified in the solicitation and corresponding POPs. Total Evaluated Price will be based off the 4 month base and 2 month option. No further pricing is needed or required. Any needs beyond those stated here for the same or similar services would most likely be solicited via other solicitations.
RFQ HM15724R0011, Section L., Volume II – Cost/Price Data, page 17, and Section M, Factor 2: Price, page 19Does the government want offerors to provide a price narrative volume that supports the offeror’s assertion of our complete and reasonable price, in order to better evaluate the offerors assumptions and price methodology? No separate price volume narrative is necessary. The intent behind providng the pricing sheet is to allow for simplicity in the price proposal submission process. However, if you feel you need to provide a narrative to support your pricing please do so in a separate tab of the pricing sheet.
RFQ HM15724R0011, Section B.1 Supplies or Services/Prices, 0001AA and 0001AB, page 3The Period of Performance (PoP) in 0001AA ends on the day after the PoP begins in 0001AB. We suggest the following change: 0001AA PoP be changed to 06/01/2024 to 09/30/24 and 0001AB change to 10/01/2024 to 11/30/2024. Would the government allow us to make the changes to the document? The intent here is to ensure we maximize use of the presently available FY funding (FY24). If we were to use the dates proposed in the question, we would be forced to utilize FY25 funds for that respective 0001AB period. Anticipating a delay in an enacted budget for FY25, we see the most rationale means by which to achieve additional time is via the POPs provided in the solicitation. This explanation may cause someone to ask, "why wouldn't they just use a single POP of 6 months vice 4 months and 2 months?"...a valid question. Based on our IGCE for the requirement, the current funding amount we have in hand is only able to purchase 4 months. So as to not delay the award as a result of potentially not having enough funds for a full 6 month POP, we decided to split the POP accordingly. In the event that any apparent successful offeror's price is such that we have the full funding available for the base and option period, we may choose to award/fund both at the initial award.
RFQ HM15724R0011, Section H.2 Special Contract Requirements, page 5We noted the heading for H.2 to be Special Contract Requirements, however, there are none listed. Would the government please confirm our understanding that there are no special contract requirements for this solicitation? There is no H.2 language anticipated to be added, however please ensure you note the overall heading of that section "SECTION H - Special Contract Requirements". H.2 is anticipated to be removed prior to execution of any resulting award.
The NGA requirement is for 10 million Km2 per day in which 25m vessels or greater can be detected with 85% confidence. Can you confirm that this procurement is intended for cloud free areas only or if detections in maritime AOI with cloud cover must also be possible?Detections in AOI with cloud cover must be possible as stated in Section 3.1.1, “Contractor shall identify and classify common vessel types derived from EO/SAR imagery.”
We would like to know whether you prefer us to submit a single PDF document containing all the required volumes outlined in the SOW (Cover Letter, Signed Solicitation, Schedule of Supplies/Services, Pricing Sheet, Reps & Certs, and Technical & Price Volumes) or if a zip file format would be more appropriate.Submit each as an individual document.
