About this file

This is a Justification for Other Than Full and Open Competition (JOFOC) document from the National Geospatial-Intelligence Agency (NGA) for extending contract HM157524C0003 with SynMax for an additional 6 months to provide maritime domain awareness capabilities. The contract extension supports NSG prioritized requirements for analytic services to mission partners including the US Coast Guard, Department of Treasury, and USINDOPACOM.

SynMax's proprietary Theia platform provides automated vessel detection and classification using EO/SAR imagery, processing 22 million km² of ocean imagery daily. Key performance metrics include detection of 30,345 ship-to-ship events, 184,874 ship-to-ship events via AIS, and 13,140 instances of AIS spoofing, with 64% of detections delivered within 1 hour and 79% within 2 hours. The justification cites SynMax as the only responsible source under FAR 6.302-1 capable of providing the required machine learning techniques for maritime analytics. The extension will bridge the gap until the award of the Luno B Multiple Award IDIQ contract, which will allow for future competition of these requirements. The extension will use the same rates as the original contract which were previously determined fair and reasonable.
