About this file

This document is a Justification and Approval (J&A) for Other Than Full and Open Competition pursuant to FAR 6.303 for seven (7) existing Indefinite Delivery/Indefinite Quantity (IDIQ) contracts for the National Geospatial-Intelligence Agency's (NGA) MOJAVE Functional Area 1 (MFA1) program. The MFA1 contracts, held by Booz Allen Hamilton, Parsons, SAIC, ManTech, Vectrus, Quadrant, and S2 Analysis, will expire on July 31, 2024. This J&A seeks to extend the period of performance for these contracts by up to 12 months (9-month base plus 3-month option) to ensure continuity of critical Organization Staffing Support Services and Business Staffing Services while NGA competes and awards the follow-on VERTEX General Services contract. The extension is justified under FAR 6.302-1 as there is only one responsible source (the incumbent contractors) capable of providing the required services without unacceptable delays to existing mission needs.

CLASS JUSTIFICATION

FOR OTHER THAN FULL AND OPEN COMPETITION

PURSUANT TO FAR 6.303

CONTRACT NUMBERS: HM047618D0002 (Booz ALLEN HAMILTON); HM047618D0004

(PARSONS); HM047618D0005 (SAIC); HM047618D0006 (MANTECH); HM047618D0007

(VECTRUS); HM047618D0008 (QUADRINT); AND HM047618D0009 (S2 ANALYSIS)

1. IDENTIFICATION OF THE AGENCY AND THE CONTRACTING ACTIVITY.

National Geospatial-lntelligence Agency / Office of Contract Services (OCS), 7500 GEOINT Drive, Springfield, VA 22150.

2. NATURE AND/OR DESCRIPTION OF THE ACTION BEING APPROVED.

This justification seeks approval to extend the class of seven (7) Indefinite Quantity/Indefinite Delivery

(IDIQ) contracts and all subsequent, fair opportunity associated active task orders, herein collectively identified as MOJAVE Functional Area 1 (MFAl). The requirements are for NAICS 541611, Administrative

Management and General Services. The seven (7) contracts are held by Booz Allen Hamilton, Parsons, SAIC, ManTech, Vectrus, Quadrant, and S2 Analysis. The current Period of Performance (PoP) for the aforementioned IDIQ contracts will expire on 31 July 2024. The requested extension will extend the PoP for, a not-to-exceed total of, twelve (12) months (9-month base extension: 01 August 2024 to 30 April

2025, with one 3-month optional period: 01 May 2025 to 31 July 2025) to ensure there is no gap in -services for MFAl, while NGA for MFAl (follow-on VERTEX). Currently, the NGA has a significant number of enterprise contracts to be re-competed. However, the NGA does not have the manpower to perform source selections procedures and execute the contracts simultaneously. As result, the Program

Management Office (PMO) and Office of Contract Services (OCS), have released two (2) pilot task orders under the GSA One Acquisition Solution for Integrated Services (OASIS) Base IDIQ contract, in accordance with FAR Part 16, to meet the needs of the Agency requirements. This will allow NGA to spend the time gathering requirements, setting up the processes, and governing determinations on how to streamline the enterprise program requirements and direct more focus on execution and implementing a tiered transition, rather than conducting a multiple-award IDIQ contract source selection. Of additional benefit is OASIS's flexibility of scope which allows for ancillary services and costs necessary to complete a total solution through a professional service objective.

NGA has competed and plans to award MOJAVE FAl task orders (6, 24, and 32) under OASIS for these services. In addition, NGA plans to compete and award the remaining MFAl task orders under OASIS

Plus. The follow-on task order source selection strategy will provide for competition among all eligible

Offerors within the OASIS+ Pool-1 Unrestricted and Small Business. An up to 12-month extension period is required to allow for the anticipated award and transition of the VERTEX General Services follow-on.

The not-to-exceed 12-month extension will be divided into one 9-month base and one 3-month option to allow for continuous monitoring of the follow-on acquisition prior to exercise of the option period and to ensure that the exception to fair opportunity process is only utilized to the extent necessary should circumstances change.
