About this file
This justification document requests approval for a sole source award to AT&T for communication services on the Nationwide Public Safety Broadband Network. The National Geospatial-Intelligence Agency requires these FirstNet services for operational and mission needs of its Security and Installations directorate in accordance with federal law. The services include FirstNet smartphone, data, and wireless broadband plans as well as hardware for network integration. The estimated value is between $75,000 and $260,000. A sole source award is justified as AT&T is the only contractor able to provide services on the Band 14 network due to a full and open competition by the Department of Commerce. The contracting officer determines the pricing to be fair and reasonable through market research and comparison.
