112.2.1.Are the locations listed here where the services will be used? Is the vendor required to be on premises in these locations to perform services? The locations listed are where captioning and transcription services will be utilized by NGA staff (Springfield, VA, and St Louis/Arnold, MO). Extent of onsite support needs have not yet been determined.
212.3.2.Would an on-prem, machine-generated transcript/caption deliverable need to meet Government security clearance requirements? The captioning and transcription capability/service would need to meet network domain security requirements before the capability could be put into production use within government accredited Unclassified or Classified environments.
3N/AGeneralCan the Agency provide an estimated value of services needed in a fiscal year? This data is To Be Determined (TBD).
4N/AGeneralCan the Agency provide a breakdown of spending for these services over the past three (3) fiscal years? This data is not available.
5N/AGeneralDoes the Agency anticipate the vendor will need to be FedRAMP certified? Even if the proposed solution does not access any NGA systems?Users will need to access captioning and transcription services directly from NGA networks. The solution must access NGA systems including VTC, multimedia record and broadcasting, voicemail, and media servers at a minimum. In addition, the system will leverage NGA media including recordings and word lists, and text repositories as training materials.
623.1.2.Does the Agency anticipate a Small Business set-aside in potential future procurement activities? The Agency cannot provide an answer to this question as of yet. This is an informational phase needed to identify and gauge industry capabilities.
710Appendix A_053_054Can the Agency further define the difference between a CLASSIFIED and UNCLASSIFIED domain? Or point us to some additional resources on the subject?Any internet search can provide details on differences between an accredited Classified or Unclassified domain. In general, the Unclassified domain can host Sensitive But Unclassified (SBU) information. SBU is a designation of information in the United States federal government that, though unclassified, often requires strict controls over its distribution. SBU is a broad category of information that includes material covered by such designations as For Official Use Only (FOUO), Law Enforcement Sensitive (LES), Sensitive Homeland Security Information, Sensitive Security Information (SSI), Critical Infrastructure Information (CII), etc. It also includes Internal Revenue Service materials like individual tax records, systems information, and enforcement procedures. Some categories of SBU information have authority in statute or regulation (e.g. SSI, CII) while others, including FOUO, do not.

A Classified domain can host information that a government body deems to be sensitive and that must be protected. Access is restricted by law or regulation to particular groups of people with the necessary security clearance and need to know, and mishandling of the material can incur criminal penalties. Classified information include Secret,Top Secret/Sensitive Compartmented Information (SCI). The latter includes classified information concerning or derived from intelligence sources, methods, or analytical processes, which is required to be handled within formal access control systems established by the Director of National Intelligence.

8N/AAppendix AAre vendors encouraged to respond if they only meet some of the requirements listed in Appendix A?Yes - vendors are encouraged to respond if they only meet some of the requirements listed in Appendix A. The NGA will formulate a procurement approach once it receives industry feedback. This is a Request for Information (RFI) only and as such, it is not binding.
9N/AGeneralDoes NGA envision a multi-vendor solution for the scope of these services? The preference is for one vendor to support this requirement but at this point, the NGA is open to learning about available industry capabilities and how to best address the current need for Captioning and Transcription.
10N/AGeneralDoes NGA have a central department or mechanism for deploying accessibility services, including accessible video across the organization?Yes – NGA does have a central organization for deploying and maintaining information technology capabilities and services. Regarding accessible video, we have set up the organization and are in the process of making it scalable to the entire organization
11N/AGeneralIs there a central Intranet where users can access information about the approved vendor and instructions for accessing services?Yes – NGA as applicable, will post instructions at a central location advising users on how to access services or capabilities.
12N/AGeneralRegarding Top Secret/Sensitive Compartmented Information clearances, are these necessary for post-production captioning and transcription vendors?Yes – TS/SCI clearances are required to access NGA facilities, when performing duties within classified environments, and for access to classified NGA computer system, data and networks.
13N/A4.2Can font size for tables or graphics be in 10 point?Yes - the font size for tables or graphics can be 10 point.
