1. On Page 4, Section, 3.3.1 Sample Data Set:
Under the data delivery, you specify that the geodatabase contains the "Classification" (item b), and then under "Attributes" you ask for the "Facility Classification" (item c,i). Is this the same item? If so, shall this identical information be provided in two separate fields in the geodata? If not, would you please clarify the difference?
Government Response: It is the same classification, but this is only required to be listed once as a field in the data. Item B lists the classification terms that may be used and Item C lists all of the attributes that must be included.
2. NAICS 541730 does not exist in the NAICS database, should this be NAICS 541715 (Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology))?
Government Response:
The RFP Instructions and Evaluation Criteria document has been corrected to reflect the correct NAICs code 541370. The Government will accept Prime small businesses operating under NAICs code 541370 (Surveying and Mapping (except Geophysical) Services) or 541360 (Geophysical Surveying and Mapping Services).
3. Modern technologies to autonomously identify locations of interest are often designed to improve over time with human feedback. The XaaS RFP states that the sample data set is the exclusive basis for technical evaluation and remains silent on continuous refinement. This may bias selection towards solutions that will not provide the government the best value and quality over time but are immediately available. Is there room and desire in the technical evaluation for solutions that provide an increasing level of data quality of both area identifications and change detections over time?
Government Response: The technical evaluation will be based only on the sample data provided to assess the current maturity of a proposed approach, using the criteria specified, as the dataset of all military-related facilities in all of North Korea, described in task 1.1.1, must be delivered within 30 days after award of order. Monthly datasets of persistent change at the identified military-related facilities, described in task 1.1.2, will be refined via scheduled technical exchange meetings.
4. Section 1.1.1 RFP Instruction & Evaluations Criteria Page 1 of 11, When does the "one-time data set for all military-related facilities in all of North Korea" have to be delivered by? 1.1.2 is based on this delivery, consequently this determines how many monthly change datasets will be delivered.
Government Response: The one-time dataset for all military-related facilities in all of North Korea is to be provided within 30 days after award of order.
5. Section 1.1.2 RFP Instruction & Evaluation Criteria Page 2 of 11, States delivery of monthly datasets are for facilities from task 1.1.1 "where persistent change has been detected." This implies that NOT all the country has to be updated since "persistent change" might encompass a definition that excludes military facilities where change is not "persistent." Is this correct? Part 2, consequently, what defines "persistent?"
Government Response: The monthly datasets in task 1.1.2 must report detections of persistent change at any of the facilities identified by the vendor in task 1.1.1. Examples of persistent change include the clearing of vegetation or construction of buildings, as opposed to transitory changes such as vehicle arrivals and departures. Vehicle activity would be monitored under task 1.1.3. The threshold of persistent change will be refined via scheduled technical exchange meetings.
6. Section 3.4 RFP Instructions & Evaluation Criteria Page 5, of 11, Past Performance: is this only for the small business prime vendor? Given that technical approach (3.3.2, item 2) is necessary for determining veracity of the approach, would past performance for the subs to the prime be allowed?
Government Response: Yes, the Government will accept past performance from the proposed subcontractors as well as the small business Prime.
7. NAICS 541730 does not exist in the NAICS database, should this be NAICS 541715 (Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology))?

8. Intro section to the RFP Instructions and Evaluation Criteria page 1, The RFP mentions this effort is under NAICS 541730, however there is no 541730 NAICS; can the government please update this to the correct NAICS of 541370?

9. Section 3.1 RFP Instructions & Evaluation Criteria page 2, Will the government allow the submittal of proposals in a readable/searchable PDF format instead of Microsoft Word?
Government Response: The Government will accept both Microsoft Word and readable/searchable PDF format for proposal submissions.
10. Section 3.4 RFP Instructions and Evaluation Criteria page 5, please confirm that the two past performance projects for submittal can be from both the prime and its subcontractors.
