Forms shall be thoroughly wetted (except in freezing weather) and oiled prior to placing reinforcing steel. Subgrade shall be wetted prior to placement of concrete. The reinforcement shall be thoroughly cleaned of ice, dirt, rust scale, or other coatings.
Excess water shall be removed from place of deposit before concrete is placed. All laitance and other unsound material shall be removed from hardened concrete before additional concrete is added. Excavation deeper than the required depth shall be brought to the correct level with plain concrete, same strength as foundation concrete, which shall be allowed to harden at least twenty-four (24) hours before the foundation concrete is placed.
3-3.3 Mixing
All concrete shall be mixed until there is a uniform distribution of materials and shall be discharged completely before the mixer is recharged.
Ready-mixed concrete shall be mixed and delivered in accordance with requirements of "Specification for Ready-Mixed Concrete" (ASTM C94) or "Specification for Concrete Made by Volumetric Batching and Continuous Mixing" (ASTM C685).
Job-mixed concrete shall be mixed in accordance with the following:

d) Materials handling, batching, and mixing shall conform to applicable provisions of "Specification for Ready-Mixed Concrete" (ASTM C94).
3-3.4 Conveying
Concrete shall be conveyed from the mixer to the place of final deposit by methods that will prevent separation or loss of materials. Equipment for chuting, pumping, pneumatically conveying concrete shall be of such size and design as to ensure a practically continuous flow of concrete at the delivery end without segregation of materials.
3-3.5 Placing
Concrete shall be placed within one and one-half (1-½) hours after mixing begins. Concrete shall be deposited as nearly and as practicable in its final position to avoid segregation due to re-handling or flowing. The placing of concrete shall be carried on at such a rate that concrete is at all times plastic and flows readily into the spaces between the bars. No concrete that has been contaminated by foreign material shall be used, nor shall re-tempered concrete be used.
Once placing is started, it shall be carried on as a continuous operation until placement is completed.
Concrete shall be placed in layers not to exceed eighteen (18) inches deep and vibrated in place. During and immediately after depositing the concrete shall be consolidated by vibrators. The concrete shall be thoroughly worked around reinforcement, around embedded fixtures, and into corners. Accumulations of water on the surface of the concrete due to water gain, segregation, or other causes shall be prevented as much as possible by employing proper placement, consolidation, and finishing practices.
Vibrators shall of the internal immersion type, operation at speeds of not less than 7,000 pulses per minute. Vibrators shall be kept constantly moving in the concrete and shall be applied at points uniformly spaced not further apart than the radius over which the vibrator is visibly effective. The entire depth of a new layer of concrete shall be vibrated. The vibrators shall penetrate several inches into the layer below to ensure thorough union of the layers. The vibrator shall not be held in one location long enough to draw a pool of grout from the surrounding concrete. Vibration shall be such that the concrete becomes uniformly plastic. Vibrators shall not be used to push concrete laterally in the forms.
3-3.5.1 Finish
Concrete shall be finished monolithically to a smooth, level surface by floating and troweling. Surfaces shall be finished by tamping the concrete with suitable tools to force coarse aggregate down from the surface, screed with straight edges, and floated to the required finish level. This shall include all cast in place bond beams and lintels. All exposed surfaces shall have a broom finish.
3-3.6 Curing
Provision shall be made for maintaining concrete in a moist condition for a period of at least seven (7) days after placement.
One coat of a liquid membrane-forming compound may be used for curing the concrete in lieu of wet curing. The compound shall be Symons-Cure & Seal, "or other approved equal compound which does not permanently discolor the concrete." On exposed surfaces, the application shall be made immediately after the concrete has been finished. If there is any delay, the concrete shall be kept moist until the application is made. After the forms are removed, the concrete shall be sprayed lightly with water, and then the coat of curing compound applied. If the forms (wood only) cannot be removed within forty-eight (48) hours, they shall still be wet down and kept wet until their removal, and then the compound applied as above.
3-3.7 Hot Weather Requirements
All hot weather concreting shall be in accordance with ACI - 305

The ground conductor shall be connected to the power panel or lighting panel equipment ground bus. Equipment or device mounting shall be bonded to the metal structure by means of metal-to-metal contact. All metallic non-current carrying parts of electronic equipment shall be grounded to this equipment grounding system.
16-3.4 Lightning Protection All lightning protection components shall be UL rated for use as a lightning protection system.
16-3.4.1 Down Conductors
Shall be Thompson #32, or equal and fastened as per FAA-STD-019.
16-3.4.2 Air Terminals Shall be copper, 5/8” in diameter by 3 feet long and have a blunt point. Air terminal shall extend a minimum of 10” above the highest object.
16-4
WIRE METHODS
Unless otherwise indicated, wiring shall consist of insulated copper conductors installed in heavy-wall rigid galvanized steel and PVC conduit. PVC conduit shall be used for the runs between the building and the new tower and steel conduit shall be used for the electrical enclosures. A 1/0 guard wire shall be installed 1 foot above the PVC conduit. The guard wire shall be exothermically welded to a ground rod and be tied together with existing counterpoise and grounding systems by exothermic welds.
16-4.1 Raceway System
Each run shall be complete and shall be fished and swabbed before conductors are installed. Ends of conduit systems not terminated in boxes or cabinets shall be capped. Exposed raceways shall be installed parallel to or at right angles with the lines of the structure. Crushed or deformed raceways shall not be installed. A pull wire shall be installed in all empty tubing and conduit systems. The pull wire shall be No. 14 AWG zinc coated steel, or plastic with a minimum 200-pound tensile strength. Ten inches of slack shall be left at each end of the pull wire. Where conduit has to be cut in the field, it shall be cut square using a hand or power hacksaw or approved pipe cutter using cutting knives. The cut ends of the field-cut conduit shall be reamed to remove burrs and sharp edges. Where threads have to be cut on conduit, the threads shall have the same effective length and shall have the same thread dimensions and taper as specified for factory cut threads on conduit. Conduits installed with threads not complying with these requirements shall be removed and replaced with conduits that comply.
Elbows, fittings, offsets, etc, shall be preformed and similar in materials and construction to the conduit.
Couplings shall be of a type to provide a watertight installation of the conduit system.
16-4.2 Heavywall Zinc Coated Rigid Steel Conduit
Heavywall zinc coated rigid steel conduit shall conform to Federal Specification WW-C-581. Rigid steel conduit may be used in all locations. Rigid steel conduit shall be used for installation below slab or grade, or underground. All fittings for use with rigid steel conduit shall be of the threaded type of the same materials as the conduit. Where conduits enter boxes or cabinets without threaded hubs double locknuts shall be used plus a phenolic insulated metallic grounding bushing on the open end. Watertight hubs shall be used in exterior locations.
16-4.3 Rigid Non-Metallic Conduit Rigid plastic conduit shall be Schedule 80 heavywall polyvinyl chloride (PVC) conforming to UL651. PVC fittings shall be used with PVC conduit assembled in accordance with Manufacturer’s instructions. A PVC threaded fitting with locknut and plastic bushing shall be used to connect PVC conduit to boxes or cabinets without threaded hubs.
16-4.4 Conduit Location
Contractor shall determine the exact location of the conduits in the field. Conduit runs as shown in the contract drawings are for clarity purpose only.
16-4.5
Control Box
Exterior enclosure shall be NEMA 4X, stainless steel with a continuous hinged door and hasp for padlocking the enclosure cover. The FAA will wire the box.
