PART I—THE SCHEDULE
SECTION C—DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
C-1 PROJECT DESCRIPTION AND LOCATION
(a) Description of Work.
The project consists of water system improvements to the existing Meriwether Picnic Area.
Improvements to the Meriwether Picnic Area include the installation of a new water system to facilitate services at the picnic area. The components of the water system improvements include, but are not limited to: installation of a new underground water tank, new water lines (w/fittings), new valve boxes, well improvements (new well pump (owner furnished), pitless adaptor, check valves sanitary well cap), new hydrants and all other incidental items necessary to complete the project in accordance with the plans and specifications.
The contractor shall furnish all labor, materials, equipment, tools, transportation, and supplies and shall perform all work required to complete the project as shown on the plans, shown on the manufacturer’s shop drawings, and as described in the Standard Specifications (FP-14) and Forest Service Supplemental Specifications (FSSS).
(b) Project Location
The project site is located in the Helena Ranger District of the Helena-Lewis and Clark National Forest -approximately 20 miles north of Helena in Lewis & Clark County, MT (Section 19, T 13N, R 2W).
Refer to the location map on the title sheet of the plans.
The project location is by boat in access only on Holter Lake at the Meriwether Picnic Area. A barge dock will be accessible by the contractor at the location shown on the drawings, just south of the public boat dock.
There are no roads at the project location. From the barge dock to CP2 (shown on Sheet 3 of the construction plans), the native surface is hardpacked and wide enough to accommodate any size of vehicle or equipment. At CP5 the existing trail width narrows to about 65-inches and stays that width all the way to the existing cabin and the existing water well. Access to the existing water valve and water tank is cross country and slopes are shown accurately on construction plans.
(c) Price Range. $50,000 - $150,000
(d) Pre-bid Tour. None
(e) Pre-bid Conference. None
(f) Start Work. It is estimated that once the contract is awarded, a notice to proceed for materials will be issued. Work will be conducted in a 30 day period from May 12th to October 2rd in either 2025 or 2026. Contract time will run continuously with no shutdown.
(g) Period of Performance. Contract is to be completed by October 2rd 2026.
(h) Safety Plan. A written and approved safety plan in accordance with applicable regulations such as
FARS, OSHA, etc. is required prior to commencement of project work. The Safety Plan is also part of the criteria in evaluation of responsive bidders. Contractor shall provide adequate safety briefings and ensure safe practices are followed from all personnel involved in the project. Emergency contact numbers shall be readily available on site. There is little to no cell phone service at the project location.
(i) Submittals. Contractor is responsible for and shall submit, at a minimum and at addressed times, all items listed within FSSS 153 (Forest Service Supplemental Specification).
C-2 SPECIFICATIONS
This project makes use of Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects (FP-14) U.S. Customary Units. FP-14 is included by reference only and can be found on the internet at the following website: https://flh.fhwa.dot.gov/resources/specs/
C-3 – FOREST SERVICE SUPPLEMENTAL SPECIFICATIONS (FSSS)
The following Forest Service Supplemental Specifications are a part of this solicitation and any resulting contract and are made a separate attachment. Supplemental Specifications (FSSS) include additions and revisions to the Standard Specifications (FP-14).
