About this file
This is a Performance Work Statement (PWS) for Reference Lab/Transplant Immunology Testing Services to support the Department of Veterans Affairs Tennessee Valley Healthcare System (TVHS) in Nashville, Tennessee. The contractor must provide specialized HLA (Human Leukocyte Antigen) typing, ABO typing, HLA antibody testing, and crossmatching services to identify patient compatibility for organ transplantation. The contractor must be ASHI-accredited, located within a 50-mile radius of the TVHS campus, capable of performing all testing on-site, and available 24/7/365 with turnaround times specified in the contractor's laboratory reference test manual. Performance standards require 100% specimen integrity with no loss or degradation, 90% compliance with published turnaround times, and four-hour emergency response times for urgent specimens. The contractor must provide a comprehensive test menu including high and low resolution HLA typing, HLA antibody screening and identification using flow cytometry and Luminex platforms, cytotoxic and flow cytometry crossmatching, and miscellaneous services such as serum archiving and international sendout kits.
The contract will be an Indefinite Delivery Indefinite Quantity (IDIQ) vehicle with a five-year base period divided into one-year ordering periods. Payment is monthly in arrears based on a price schedule, with the contractor billing per specimen tested and including detailed invoices organized chronologically by specimen collection date with patient names, test codes, unit prices, and total amounts. The contractor must comply with HIPAA requirements, maintain professional liability insurance, provide workers' compensation, and document Hepatitis B immunization status for all personnel handling potentially infectious materials. Monthly reporting is required summarizing performance metrics, and the contractor must maintain current registration in the CPARS database for performance evaluations. The VA issued a Sources Sought Notice (Solicitation Number 36C24926Q0198) requesting capability statements from interested vendors by May 7, 2026 at 10:00 am CST, with responses directed to Rebecca Espinoza, Contract Specialist, at Rebecca.espinoza@va.gov.

Performance Work Statement for Reference Lab/ Transplant Immunology Testing Services
1. Background The Contractor shall provide specific transplant immunology testing in support of the transplant service performed by the Department of Veteran’s Affairs Tennessee Valley Healthcare System, Nashville TN (hereafter referred to as TVHS). These tests identify a patient’s Human Leukocyte Antigen (HLA) type and Antibody status so that when organs are available for transplantation, physicians can find compatible donors. The Contractor must specialize in the aforementioned HLA testing, be American Society of Histocompatibility and Immunogenetics (ASHI) accredited and offer turnaround time in accordance with section 15.2.2
2. Requirements
2.1 The Reference Laboratory shall provide in accordance with all applicable federal, state, and local regulations, laws, and ordinances, and in accordance with the specifications outlined for accreditation certification if applicable, patient specimen testing to identify histocompatibility. Estimated quantities of tests will depend upon patient specifics. See table listing specific tests. Pathology & Laboratory Medicine Service (P&LMS) requires support services in the form of special reference testing analysis that are not currently performed in-house to ensure successful organ transplants for TVHS patients.
2.2 Testing is highly esoteric and the lab must provide the full test menu required as a small sample cannot be split between labs. Given the time-sensitive nature for some of this testing (e.g. need for rapid results on donor organs), a local and rapid laboratory is required that offers turnaround time in accordance with section 15.2.2. STAT and routine testing cannot be separated as the lab needs to be able to refer to previous test results from routine testing on the same recipient patient when performing STAT testing on the donor. The testing platforms are complex and results sufficiently detailed that coordinating results between two separate reference labs is a patient safety issue. Therefore, STAT and routine testing must be performed by the same local HLA lab and offer turnaround time in accordance with section 15.2.2. The reference laboratory must provide or be contracted with a service that provides at-home testing kits with pre-paid mailers for panel reactive antibodies.
2.3 The vendor shall be located within a 50-mile radius of the TVHS campus and shall have the ability to perform all testing services on site. Vendor must ensure turnaround time in accordance with section 15.2.2 and must be available to complete testing 24 hours a day, 7 days a week, 52 weeks a year. The vendor must provide contact information so that TVHS is able to ask about specimen status, specimen submission questions, and other inquiries with testing personnel. The medical director must be available during routine business hours to address more complex questions.
3. Payment
| 3.1 | The Government agrees to reimburse the contractor on a monthly basis for services provided and accepted at the price(s) listed in the Price Schedule found at Attachment 1. Amounts due the contractor will be paid monthly upon receipt of a properly prepared invoice submitted by the contractor. Payments will be made in arrears. |
| 3.2. | Payments made by the VA under this contract shall constitute the total cost of services provided by the contractor. The contractor hereby agrees; that in no event shall the contractor bill, charge, collect a deposit from, seek compensation, remuneration, or reimbursement from, or have any recourse against the beneficiary, the beneficiary’s family, private insurer, Medicare or any other entity acting on the beneficiary’s behalf, for services provided pursuant to this contract. Billings rendered by the contractor to the VA for services furnished a VA beneficiary under the terms of this contract shall be considered billed in full. |
4. Accounting/Invoices
| 4.1 | A copy of the monthly invoice shall be sent to the Contracting Officer Representative (COR) and shall display chronologically by date of specimen collection: the name of the patient, the date of specimen collection, detailed list of the test(s) performed on each, the unit price and total invoice amount. | |
| 4.2 | The Contractor shall not charge the Government for repetitive testing performed on a specimen to verify questionable initial results. |

16. REGISTRATION WITH CONTRACTOR PERFORMANCE ASSESSMENT REPORTING SYSTEM
16.1 As prescribed in Federal Acquisition Regulation (FAR) Part 42.15, the Department of Veterans Affairs (VA) evaluates contractor past performance on all contracts that exceed the Simplified Acquisition Threshold and shares those evaluations with other Federal Government contract specialists and procurement officials. The FAR requires that the contractor be provided an opportunity to comment on past performance evaluations prior to each report closing. To fulfill this requirement VA uses an online database, CPARS, which is maintained by the Naval Sea Logistics Center in Portsmouth, Virginia. CPARS has connectivity with the Past Performance Information Retrieval System (PPIRS) database, which is available to all Federal agencies. PPIRS is the system used to collect and retrieve performance assessment reports used in source selection determinations and completed CPARS report cards transferred to PPIRS. CPARS also includes access to the federal awardee performance and integrity information system (FAPIIS). FAPIIS is a web-enabled application accessed via CPARS for contractor responsibility determination information
16.2 Each contractor whose contract award is estimated to exceed the Simplified Acquisition Threshold is required to register with CPARS database at the following web address: www.cpars.csd.disa.mil. Help in registering can be obtained by contacting Customer Support Desk @ DSN: 684-1690 or COMM: 207-438-1690. Registration should occur no later than thirty days after contract award and must be kept current should there be any change to the contractor’s registered representative.
16.3 For contracts with a period of one year or less, the contracting officer will perform a single evaluation when the contract is complete. For contracts exceeding one year, the contracting officer will evaluate the contractor’s performance annually. Interim reports will be filed each year until the last year of the contract, when the final report will be completed. The report shall be assigned in CPARS to the contractor’s designated representative for comment. The contractor representative will have thirty days to submit any comments and re-assign the report to the VA contracting officer.
16.4 Failure to have a current registration in the CPARS database, or to re-assign the report to the VA contracting officer within those thirty days, will result in the Government’s evaluation being placed on file in the database with a statement that the contractor failed to respond.
