SCOPE OF WORK
1. Project Description
1.1. This project will repair/replace concrete pads and provide new landings and steps at egresses for building 726. Work includes saw-cutting/removing asphalt and concrete, excavation under new concrete, D-1 placement, placing new reinforced concrete, installing handrails, installing new steel steps/landings, and some concrete repair.
2. Demolition
2.1. Saw-cut all concrete and asphalt prior to demolishing any concrete or asphalt material.
Demolished concrete shall be disposed of in the concrete landfill site on base as shown in the plans. Demolished asphalt shall be disposed of in the asphalt landfill site on base as shown in the plans.
2.2. For all concrete work, excavate 6 inches below the bottom of proposed concrete. Prior to placing D-1, contractor shall compact bottom of excavation.
2.3. Project site is considered an active site with land use controls in place, therefore any excavated material must be disposed of onsite. Material may be spread out outside of the parking lot as long as it doesn’t impact parking lot drainage. Contactor to verify location of excavated material onsite with Project Manager prior to final placement of material.
3. Stairs, Handrail and Landings
3.1. Provide new galvanized steel stairs, landing, and handrails in the locations shown on the plans.
All work shall be in accordance with NFPA Life Safety Code 101 (2021 Edition).
3.2. Stairs, landings and handrails must be supported either by the building or by new concrete, not by asphalt.
3.3. Design after award: Contractor shall provide steel shop drawings for review and approval, before proceeding with construction. Shop drawings shall include plans and sections as required and shall include dimensions of all major components of stairs, landing, handrails, and any supporting concrete or building connection details.
4. Concrete Work
4.1. Provide concrete with reinforcement as shown on the plans and in accordance with the American Concrete Institute (ACI).
4.2. Concrete will need to be placed to allow access to at least 1 loading dock at all times.
4.3. Concrete that will see pedestrian traffic and that is not underneath the existing building roofline shall have a maximum slope of 2% and shall slope away from the building.
4.4. Contractor shall install expansion joint between all new concrete and any existing concrete to remain.
4.5. Place 6” of D-1 under all proposed concrete locations and compact per section 301.

4.6. 1-1/4” minus, commonly known as “reject material”, may not be used as backfill under concrete areas.
4.7. All rebar shall be epoxy coated.
4.8. Concrete ramp at the north entrance shall be ADA compliant.
5. Concrete Repair
5.1. Epoxy coat any rebar that gets cut, damaged or exposed during concrete removal or concrete repair work.
5.2. Follow spec section 2576 for repairing the concrete joint as shown on the plans.
6. General Notes:
Contractors are strongly encouraged to visit the site and get familiar with all of the work related to the scope of work prior to submitting a bid, to verify existing site condition and other information as noted in the scope of work and drawings, as well as to become familiar with the scope of work.
Failure to visit the site does not relieve the Contractor from the responsibility of performing all work required to provide a complete and usable project in accordance with the Contract documents.
6.1. Workmanship: All work shall be accomplished in accordance with all applicable codes. The
Contractor shall field verify all measurements, quantities, or values stated by the Government before ordering any material.
6.2. Worksite: The Contractor shall limit the work to the areas indicated by the government. The Contractor shall make every effort not to disturb or obstruct portions of the facilities still occupied by the government. The Contractor shall coordinate and schedule work with the 673 CES/CENM & Facility owner/CE offices prior to the start of any operation. The Contractor shall dispose of all construction debris off base at an approved disposal facility.
6.3. Site Security and Protection: The Contractor shall make every effort to secure the work site, allowing only authorized personnel to enter the work site. Contractor shall protect the site from damage from weather, vandalism, and/or theft.
6.4. Health/Safety: The Contractor shall be responsible for compliance with OSHA and AFOSH standards. The Contractor shall keep driveways and entrances into and around the work site clear at all times.
6.5. Damage to Existing Conditions: The Contractor shall be responsible to repair any and all damage incurred to existing Real Property/Grounds at no cost to the government. This includes any damage to the existing guard facility, supports, or any other components.
6.6. Environmental Protection and Hazardous Materials: Reference the project specifications and/or applicable laws and directives for requirements covering protection of land resources, protection of air and water quality, hazardous materials safety and general management, and storm water management.
6.7. Site Storage/Staging Area: On-site storage outside the intersection is not permitted; the Contractor shall minimize storage of materials and equipment on-site and shall coordinate with the facility manager, user coordinator, contracting officer and the construction inspector.
6.8. Engineering Requirements and Department Of Defense DOD Standards: Contractor must comply with Industry Standards; all Federal, State, and Local codes; and the following regulations at the time of issue of this project. The project shall be designed in accordance with the design and construction standards contained in the latest version of the Unified Facilities Criteria (UFC)

6.9. Contractor’s Material Testing for Quality Control: Unless otherwise called out in the specific material specifications, the Contractor’s QC Plan shall meet or exceed either the State of Alaska DOT’s Materials Sampling & Frequency Table https://dot.alaska.gov/stwddes/dcsconst/assets/pdf/mstf_highway_hl.pdf or the requirements called out in the Unified Facility Specifications (UFGS), whichever is more stringent.
6.10. COVID Base Access Information: When work under this contract requires unescorted entry to controlled or restricted areas, the Contractor shall comply with AFI 31-101, Integrated Defense, and DODMAN5200.02_AFMAN 16-1405, Air Force Personnel Security Program. Contractors requiring access to any area on Joint Base Elmendorf-Richardson (JBER) shall comply with installation, state, and local COVID-19 policies and mandates and respect any guidelines or restrictions imposed by local businesses. Failure to comply with the guidelines or restrictions may result in suspended access to
JBER or debarment. Contractors shall comply with the above-referenced documents] citing the appropriate paragraphs as applicable.
6.11. Radioactive Materials Procedures: Non-Air Force organizations, except DOW organizations and DOE prime Contractors, bringing radioactive materials to Air Force installations or using them there shall have an NRC or Agreement State license authorizing work on the installation and written approval from the installation commander’s appointed approval authority, normally the base Radiation Safety Officer (RSO).
Civilian Contractors or any other agency bringing a radioactive device (including, but not limited to, soil or asphalt density meters) on Joint Base Elmendorf Richardson shall have prior approval by the Base RSO (673 AMDS/SGPB 580-4047). An application to bring a radioactive device on Joint Base Elmendorf Richardson shall be forwarded to the Base RSO at least 60 days prior to the anticipated use. The application package (two copies) shall include:
6.11..1. A copy of the NRC or Agreement State license authorizing use of the radioactive materials. The license must be current as shown by the expiration date or include a “deemed timely filed notice” from the issuing agency and either specifically list the base or grant approval for work at temporary job sites anywhere in the United States where the NRC or Agreement State has jurisdiction. 01020-4 prime Contractors must give written certification of their exemption from NRC licensing and cite the applicable exemption of 10 CFR.
6.11..2. Copy of the operator’s qualifications and/or radiation safety training.
6.11..3. Statement of the expected start date and length of the contract.
6.11..4. A brief description of the proposed activities, to include safety precautions to be enforced.
6.11..5. A copy of that part of the Air Force contract describing work to be done at the base and the inclusive dates of the work.
6.11..6. The name, local address, and telephone number for the responsible local representative and the name, address, and telephone number of the RSO named on their license.
6.11..7. Statement of expected storage and security requirements or other particular needs of the Contractor.
6.11..8. Radiation dosimetry results for the operator for the prior calendar year, if applicable.
6.11..9. Copies of last two leak checks (if appropriate). Under no circumstances will an unlicensed radioactive device be used on Joint Base Elmendorf Richardson. Any questions on a Contractor’s responsibility, regarding this topic, shall be directed to the base RSO prior to the Contractor starting work.
6.11..10. Radiation dosimetry results for the operator for the prior calendar year, if applicable.
6.11..11. An acknowledgment that the base RSO can make periodic checks to ensure that Contractor personnel follow radiation safety practices to prevent exposure to Air Force personnel and avoid contamination of Government property. In addition, the base RSO shall have authority to suspend Contractor operations believed to be unsafe.
Agreement State licensees using NRC regulated materials must supply a copy of the NRC Form 241 approved by the base’s NRC Region according to 10 CFR 150.20. State Licensees may not work on Air Force or other installations where exclusive federal jurisdiction exists for more than 180 calendar days per calendar year without first getting an NRC license 3.4.19.4. Non-Air Force organizations that do not have an NRC or Agreement State License and who are not DOE or DOE prime Contractors exempted for licensing must contact AFMOA/SGPR for guidance and approval to use radioactive materials on an Air Force installation.
The Contractor shall notify the RSO immediately upon completion of use, and when the material(s) are removed from the installation.
Any and all accidents or incidents involving the radioactive materials, and any known or potential exposure of non-Contractor personnel to radiation shall be reported immediately to the RSO (673 AMDS/SGPB, 580-4047) and the Contracting Officer, and operations shall be suspended until the circumstances have been evaluated by the RSO, and approval to re-start has been received by the Contracting Officer.
