Historical Questions & Answers

Q1: What if we are unable to provide capacity for the entire requirement do you still want a quote?

A1: No, quote needs to fulfill entire requirement.

Q2: Do you have a more detailed plan available with flight information as it is long distance services and before quoting we would like to be sure we would be able to accommodate the group. How many guests is expected on which date? Will you plan to group guests arriving on the same flights or each of them would require a separate Business Class vehicle?

A2: The number of passengers in each movement is still pending but per the PWS the Government has provided the number of Sedan and Van movements anticipated. We anticipate 2-3 passengers for most movements plus an escort for the movements from MUC/GAT to Edelweiss Lodge. Van quantities are for anticipated movements with 4-5 passengers plus an escort for the movements from MUC/GAT to Edelweiss Lodge. Offerors should assume separate vehicles and flights for the up to 43 groups. We will provide the most up to date itineraries for movements for this requirement on or around the date listed in the RFQ. See Instructions to Offerors Section. As outlined in the PWS a full itinerary list will be provided by the Government 4 days prior to the first movement.

Q3: Please specify the total number of passengers. Please specify the number of staff per 1 person.

A3: The number of passengers in each movement is still pending but per the PWS the Government has provided the number of Sedan and Van movements anticipated. We anticipate 2-3 passengers for most movements plus an escort for the movements from MUC/GAT to Edelweiss Lodge. Van quantities are for anticipated movements with 4-5 passengers plus an escort for the movements from MUC/GAT to Edelweiss Lodge.

Q4: Please specify the number of flights per day that the Contractor shall foresee to wait the passengers from?

A4: Per the PWS, the Government has provided a historical estimate (See Attachment 2). We will provide the most up to date itineraries for movements for this requirement on or around the date listed in the RFQ. See Instructions to Offerors Section. As outlined in the PWS a full itinerary list will be provided by the Government 4 days prior to the first movement.

Q5: Please specify how many passengers will arrive on the pick-up days.

A5: The number of passengers in each movement is still pending but per the PWS the Government has provided the number of Sedan and Van movements anticipated. We anticipate 2-3 passengers for most movements plus an escort for the movements from MUC/GAT to Edelweiss Lodge. Van quantities are for anticipated movements with 4-5 passengers plus an escort for the movements from MUC/GAT to Edelweiss Lodge. Q6: Please let us know what the expected volume of baggage per person (in kg and approximate number of bags) is.

A6: Offerors should assume one standard checked back and one carry on per person. Escort from Airport to Edelweiss will not have bags.

Q7: For our planning its necessary to get a time schedule for every day. As we have to dispatch our vehicles. Also we have to know if all cars are needed at the same time or if there are different timings.

A7: We will provide the most up to date itineraries for movements for this requirement on or around the date listed in the RFQ. See Instructions to Offerors Section. As outlined in the PWS a full itinerary list will be provided by the Government 4 days prior to the first movement.

Q8: What information do you need?

A8: See Addendum to 52.212-1 Instructions for Written Submittals. Technical Acceptability criteria is in 52.212-2.

In addition to the information in 52.212-1, for technical acceptability offerors need to provide a completed Offeror Capacity Chart (Attachment 2) that describes its capacity to perform the services estimated each day as outlined in Attachment 2 and described in the PWS includes vehicle availability to complete number of movements for each of the days, and lists types of vehicles offered and submit a valid Personenbeförderungsschein (or equivalent), for a minimum of 15 drivers.

Q9: The PWS states in 1.5.4.3 Contractor Support Hours: The Contractor shall provide support two (2) hours prior to the first arrival and up until the last departure.

Item 5.2.1.2 Driver. The driver shall be in place and ready to receive passengers no less than 20 minutes before the scheduled departure.

Please confirm whether the driver shall be present at the airport parking lot two hours before the flight arrival or 20 minutes before the flight arrival.

A9: See PWS 5.2.1 The Scheduling Manager shall be available two (2) hours prior to the first arrival and up until the last drop-off is completed

See PWS 5.2.1.2 Pre-position: The driver shall be in place and ready to receive passengers no less than 20 minutes before the scheduled departure.

Q10: Would you consider an 8(a) sole-source award?

A10: No, as this is an OCONUS requirement, small business set asides are not required.

Q11: Should the offeror send its offer in three separate pdf files or the offer can be organized in 3 volumes but presented in one pdf file?

A11: The government would prefer each volume be clearly labeled as its own file(s).

Q12: Is this a multiple award requirement and the vendor is NOT REQUIRED to respond to all buys or purchase order requests?

A12: Please read the RFQ for the requirement descriptions as well as the terms and conditions and the evaluation criteria for basis of award and acceptability. This is a requirement for chauffeured transportation for a single event over a 5 day period of performance in Germany. This is the solicitation request.
