About this file

This is a Draft Statement of Work (SOW) for the Department of Veterans Affairs' Health Information and Gateway Exchange (HINGE) interface development project with Oracle Health. The VA seeks contractor support for continued development, testing, implementation, Go-Live support, and post-Go-Live maintenance of the HINGE-Oracle Health interface, specifically focusing on the FHIR ChargeItem resource enhancement. The period of performance runs from September 24, 2026, through April 19, 2027 (seven months), with a planned production Go-Live for the Wisconsin market on January 16, 2027.

The scope encompasses completion of the HINGE FHIR ChargeItem Service enhancement, build and unit testing, Interface Solution Testing (IST), interface documentation updates, cutover planning and rehearsals, EHRVIP (EHR-Specific, Veteran-Focused, Integration Process) readiness activities, production cutover support, and 90 days of post-Go-Live stabilization and issue resolution through April 19, 2027. Key deliverables include a Build and Software Validation Report (due September 18, 2026), Interface Control Document and IST test cases (due July 23 and September 21, 2026, respectively), an IST Results Report (due October 23, 2026), and comprehensive cutover/Go-Live deployment and post-Go-Live support documentation (due January 16 through April 19, 2027). The contractor must collaborate with VA HINGE and Oracle Health teams throughout the project, provide cybersecurity project management and Authority to Operate (ATO) support, and ensure the interface meets Oracle Health requirements and project timelines.
