About this file

This is a Request for Information (RFI) and Sources Sought Notice issued by the Department of Veterans Affairs Technology Acquisition Center for the Health Information and Gateway Exchange (HINGE) Oracle Cerner Interface project. The VA is conducting market research to identify qualified contractors capable of providing continued development, testing, implementation, Go-Live support, and post-Go-Live support for enhancements to the HINGE interface with Oracle Health. The period of performance spans seven months from September 24, 2026, through April 19, 2027, with a planned Oracle Health production Go-Live for the Wisconsin market on January 16, 2027. The solicitation number is 36C10B26Q0739, with a response deadline of August 19, 2026, at 1:00 PM Eastern Time. The product service code is DA01, and the applicable NAICS code is 541519 (Information Technology Professional Services) with a small business size standard of 150 employees.

The VA has indicated its intent to pursue a sole-source award to Hunter Strategy, LLC based on the unique and highly specialized nature of the required services; however, the RFI invites responses from other capable contractors. Respondents must submit company identification information, small business status and certification details, capability statements limited to four pages, technical comments on the draft Statement of Work if applicable, and estimated pricing for labor categories. All responses should be submitted to Ryan Allen and Kawana Tyler-Simms at the VA by August 20, 2026. This RFI is for market research purposes only and does not constitute a commitment to award a contract or reimburse respondents for submission costs. Any information provided becomes government property and will not be returned.
