About this file
Summary
This is a Request for Proposals (RFP-2025-036) issued by the Santa Rosa County Board of County Commissioners in partnership with aDoor Development for the Highway 182 Water Main Extension project in Florida. The project involves the extension of a water main along Highway 182 of the Chumuckla Water System to support growth in the region. Questions regarding the proposal must be submitted to Austin Tenpenny at aDoor Development (austin.tenpenny@adoorproperties.com) by 4:30 pm on September 3, 2026. All proposals are due by 4:30 pm on September 17, 2026, also submitted to Austin Tenpenny at the same email address. Complete specifications and construction plans are available through the Santa Rosa County Procurement Portal at https://procurement.opengov.com/portal/santarosafl. The contract does not identify a specific award date or contract term in the materials provided.
The project is funded through a $1 million grant from the Florida Department of Environmental Protection (FDEP) awarded to Santa Rosa County on a reimbursement basis. The County serves as a pass-through entity for the funding, which will be disbursed to aDoor Development upon completion of monitoring and acceptance of improvements by Chumuckla Water System. aDoor Development assumes full responsibility for design, management, quality control, compliance, and subcontractor selection, with all costs exceeding the $1 million grant amount being the responsibility of aDoor Development. The County will accept no change orders resulting from coordination with the concurrent Highway 182 shoulder widening project, making it the subcontractor's responsibility to coordinate with aDoor Development and the County's shoulder widening contractor to manage project impacts.

1.2. Background
FDEP created a water supply pilot program for expansion of water supply infrastructure to support growth. The
County and aDoor Development applied for funding to offset the total costs of extending the water main along Hwy
182 of the Chumuckla Water System. The award was granted to the County in the amount of 1 million dollars on a reimbursement basis. aDoor Development will be the contractor and will be selecting the subcontractor to do the work. The total costs of the project will be the responsibility of aDoor Development. The 1 million dollar grant reimbursement provided by the State through the FDEP to the County, whose role is limited to serving as a pass through for the funding, will be paid to aDoor Developoment once all monitoring is completed and the improvements are accepted by Chumuckla Water System. All design, management, negotiations, deliberations, monitoring, quality control and compliance are the responsibility of aDoor Development. The County will not be responsible for the selection of the subcontractor or for any costs exceeding 1 million dollars. Further, there is a
HWY 182 shoulder widening project that is occurring at the same time as this work. No change orders will be accepted by the county as a result of coordinating these two projects. It is 100% the responsiblity of the subcontractor to coordinate with aDoor Developoment and the County's contractor for the shoulder widening project to make sure they fully understand any and all impacts to the scope of work for this waterline extension project.
