About this file

This document is a Scope of Work issued by the Ohio Department of Natural Resources (ODNR) Division of Wildlife for invasive species control at the Highlandtown Wildlife Area in Columbiana County, Ohio. The project involves herbicide application to eliminate non-native invasive woody stems across two target sites: 55 acres of upland fields (divided into five units) and 3,038.86 linear feet of woody corridors. The contract requires 100% kill of invasive species while preserving soft mast-producing trees, with treatment methods at the vendor's discretion but subject to DOW approval. The project has a defined timeline, with treatments to be completed by June 30, 2026, and requires an initial treatment with a mandatory follow-up treatment within six weeks if initial treatment is ineffective. Vendors are encouraged to visit the site before bidding and must submit a detailed treatment proposal after being awarded the contract.

The contract will be awarded to the lowest responsive and responsible bidder on a total lot basis, with bids accepted as one complete lot. Specific requirements include adherence to pesticide application labels, avoiding treatment during specified hunting seasons, and using georeferenced mapping for precise treatment areas. Payment is contingent upon a post-work site visit and DOW's final determination of treatment success. Invoices must be submitted directly to Ohio Shared Services through email, fax, or mail. The contract includes provisions for vendor certifications, spray record documentation, and a pre-work and post-work site visit to ensure compliance with project specifications.
