A.1.2.1 NNSY and NOB Norfolk personnel shall sample demineralized water from each rig to ensure conformance with the above specification.

A.1.2.2 Normal sampling frequency, at a minimum, shall be prior to each batch of demineralized water. Sample results that are out of specification shall be cause for rejection of the applicable rig.

A.1.2.3 Upon delivery to NNSY and NOB Norfolk the Contractor shall provide certification that all rigs, either initially delivered or regenerated, have the ability to produce demineralized water meeting the requirements of section A.1.2 above. The certification shall indicate the applicable rigs using the identification marking of section

A.1.8 below.

A.1.2.4 Each rig shall be configured such that all delivery shall stop automatically when the conductivity goes out of specification.

A.1.2.5 Each rig shall be equipped with a flushing mode. When out of specification water is detected and regular delivery stops, the water shall be flushed, either manually or automatically, until the water returns to specification or when 500 gallons has been flushed, whichever comes first. When the water returns to the required specifications a sample shall be taken and certified, by the NNSY and NOB Norfolk Test Facilities, as applicable, before delivery may resume. If the water does not return to the desired specifications within the 500 gallon limit, the applicable rig shall be considered exhausted and is required to be processed as specified in section A.2 below.

A.1.2.6 All automatic shutoff devices shall be fail-safe, that is, if power is lost they shall automatically switch to a closed position allowing no water to flow and shall not operate until power has been restored.

A.1.2.7 All gages, flowmeters, switches, and indicator lights shall be accessible for on-site monitoring.

A.1.2.8 All gages, meters, and totalizers shall be calibrated by the Contractor with a dated certification sticker attached to each item per the manufacturer’s suggested schedule.

A.1.3 Based on average Total Dissolved Solids (TDS) of 300 mg/L, each rig shall be capable of processing a minimum of 150,000 gallons of demineralized water without regeneration. No automatic shutoff at 150,000 gallons is allowed. The intent is to produce demineralized water for as long as each rig operates within specification. Water quality shall be monitored by conductivity alarm and sampling, as required, to ensure in-process quality. No water used for flushing of a rig shall be counted as part of the product water. Water inlet temperature may vary within

NNSY and NOB Norfolk; however, the maximum temperature shall not exceed 100 degrees Fahrenheit.

A.1.4 Each rig shall be designed to operate at a nominal flow rate of 50 gpm to 200 gpm with a minimum inlet pressure of 30 psig. The minimum design pressure of each rig shall be 100 psig. Each rig’s output pressure shall not exceed 100 psig at any time. Each rig’s flow rate shall not exceed 200 gpm at any time.

A.1.5 Each rig shall have a sample valve located downstream from all water processing, which shall be prominently marked “SAMPLE VALVE”. Inlet and outlet connections shall be outside each rig. The inlet shall be a

2-1/2 inch fire hose connection. The outlet shall be a 1-1/2 inch quick disconnect cam locking connection. The flush point shall be a 1-1/2 inch quick disconnect cam locking connection. NNSY and NOB Norfolk shall provide the required hoses and fittings to connect to the rigs.

Contractor regenerates. Each rig shall also be constructed so that all air shall be vented from pipes, resin beds, activated charcoal filters, etc. The pipe upstream of the inlet valve and downstream of the outlet valve shall have high point vents.

A.1.8 Each rig shall be roadworthy and easily moveable within NNSY and NOB Norfolk by the Contractor

(wheeled trailers are preferred). Each rig shall have a unique identification marking, either numeric or alphanumeric. Each rig shall be no greater than 12 feet wide x 60 feet long in overall external dimensions. If supplemental equipment that does not fit inside a rig is required (this is not preferred), then that equipment shall be easily movable within NNSY and NOB Norfolk and shall fit on a maximum of 2 each skids that each shall be no greater than 8 feet wide x 8 feet long in overall external dimensions. The Contractor shall provide overall external dimensions of each rig and a description of the mounting configuration as part of the proposal.

A.1.9 Each rig shall have sufficient electric freeze protection equipment to operate at NNSY and NOB Norfolk

365 days per year (366 days per leap year). NNSY and NOB Norfolk personnel shall provide necessary electrical power and cables to each rig. Each rig shall clearly identify all applicable electrical requirements. Thermometers shall be installed to monitor inside temperature and shall be accessible for viewing outside of each rig. The freeze protection equipment and the remaining equipment in each rig shall be capable of operating on either 120 VAC 60

Hz single phase electricity, or 440 VAC 60 Hz three phase electricity.

A.1.10 Each rig shall be schematically identical in that the position of the components shall meet the requirements of section A.1.1 above. A current schematic of each rig shall be provided with the proposal. At a minimum each schematic shall show: (A) activated charcoal filters, (B) resin beds, (C) valves, (D) detectors, (E) totalizing flowmeters, (F) inlet and outlet connections, (G) sample points, (H) flush and drain points, (I) vent points, (J) filters, and (K) pumps and motors of each rig, if applicable. All valves, breakers, etc. that NNSY and NOB Norfolk personnel operate shall be clearly identified with a numbering system consistent from rig to rig. No changes to a rig’s configuration are allowed, after Contract award, without approval from the Contracting Officer. Any approved change to the configuration shall be reflected in the rig’s schematic. These schematics shall be clearly posted in weatherproof placards on each rig.

A.1.11 The Contractor is not authorized to operate any NNSY and NOB Norfolk owned manifolds, valves, or drains that are attached to the Contractor’s rig unless under the direct supervision of the applicable NNSY and NOB

Norfolk personnel qualified to the cleanliness requirements of the system as identified by either the COR or the

ACORs.

A.1.12 The Contractor shall ensure each rig is maintained in a safe mechanical operating condition. Safety inspection requirements shall be current at all times.

A.2 REGENERATION:

A.2.1 The Contractor shall regenerate exhausted rigs at the Contractor’s facility to operate at 100% of rated capacity. Activated charcoal filters shall be changed yearly. Rigs shall be returned with all regeneration chemicals flushed out, all air vented, and inlet and outlet connections closed and capped. However, if required, NNSY and

NOB Norfolk personnel shall provide a facility to flush and vent the rigs upon delivery in lieu of having these operations performed at the Contractor’s facility. No changing or regeneration of resin shall be performed at NNSY and NOB Norfolk.

A.2.2 Upon delivery to NNSY and NOB Norfolk, the Contractor shall provide certification that each regenerated rig has the ability to produce demineralized water meeting the requirements of section A.1.2 above. The certification shall indicate the regenerated rigs using the identification marking of section A.1.8 above.

A.2.3 The change-out time shall not exceed 6 hours. This shall, in most cases, permit removal and change-out of a rig within a single 8 hour shift.

A.2.4 The Government shall prorate the cost per regeneration for any rig failing to produce the Contract requirement of a minimum of 150,000 gallons of demineralized water. If a rig produces only a portion of the required amount the Government shall only pay a comparable portion of the cost per regeneration.

A.2.5 Prior to delivery, the Contractor shall provide a chart, graph, or scale(s) giving the limits, in gallons, of acceptable water to be expected when the NNSY PWS and the NOB Norfolk PWS TDS level exceeds 300 mg/L. If the TDS level exceeds 300 mg/L, it is the Contractor’s responsibility to provide either the COR or the ACORs information from the NNSY PWS and the NOB Norfolk PWS stating the TDS level for any given day. Other justification shall be supplied and supported by the Contractor when a rig produces less than 150,000 gallons of demineralized water. The information provided by the Contractor shall then be used as part of the evaluation for the proration of moneys.

A.3 DELIVERY OF RIGS:

A.3.1 At the request, either oral or written, of either the COR or the ACORs, the Contractor shall furnish either a new or regenerated rig to NNSY and NOB Norfolk within 24 hours of notification provided the number of new or regenerated rigs allowed does not exceed those identified in the Task Order.

A.3.2 The Contractor shall provide written instructions for operation, connection, flushing, and venting of each rig. The instructions shall include the initial, start-up, and restart of each rig that has been inactive for more than 24 hours. The instructions shall also include the number of gallons that shall be flushed through each rig. The instructions shall be clearly posted in weatherproof placards on each rig.
