About this file

This document is a prebid sign-in sheet for the Hermiston School District 8R's Highland Hills Elementary 2026 HVAC Improvements project, specifically for Invitation to Bid 2026-03. The project encompasses the removal and replacement of heating, ventilation, and air conditioning equipment serving the gym, kitchen, and music room at Highland Hills Elementary School located at 450 SE 10th Street, Hermiston, Oregon 97838. The scope of work includes installation of a new Carrier Weathermaker Gas Package Unit (model 48FEEM28AJA5-8U0A0) with two-stage cooling and economizer controls integrated with an Alerton building management system, along with associated ductwork updates, electrical and gas connections, and system startup and commissioning. A mandatory pre-bid conference was held on Monday, April 6, 2026, at 8:00 AM at the school's front entrance, and sealed bids are due on Thursday, April 23, 2026, at 2:00 PM at the Hermiston School District Administration Office, 305 SW 11th Street, Hermiston, Oregon 97838. The anticipated Notice to Proceed is scheduled for on or about May 12, 2026, with primary construction operations tentatively running through June 15, 2026, substantial completion required by July 15, 2026, and final completion by August 1, 2026.

Bid security equal to ten percent of the basic bid amount must be submitted in the form of a certified check, cashier's check, or bid bond, with the successful bidder required to provide a Performance Bond equal to 100 percent of the contract cost. Contractors must be registered with the Oregon Construction Contractors Board, maintain an active employee drug-testing program, and comply with all prevailing wage requirements as published in the January 5, 2026, Prevailing Wage Rate Book, with work limited to 10 hours per day or 40 hours per week except in emergency situations and overtime compensated at time and one-half. The District will assess liquidated damages of $300 per day for each day of delay beyond the substantial completion deadline. The procurement contains no set-aside designations or restrictions limiting bidder eligibility to disadvantaged enterprises, and no incumbent vendors or current contractors are identified. Successful bidders must submit a First-Tier Subcontractor Disclosure Form within two business hours of the bid closing deadline for any subcontractors with contracts valued at five percent of the total bid (minimum $15,000) or $350,000 or greater. No substitutions or alternative bids are permitted, and the District reserves the right to reject any or all bids and waive irregularities in the bidding process at its discretion.
