STATEMENT OF WORK

TITLE: Cold Weather Gear – MASSIF Jackets for United States Air Force Honor Guard

1.0 Background: The U.S. Air Force (USAF) Honor Guard has a requirement for outdoor training in the winter months to stay proficient in presenting ceremonial honors. The procurement of MASSIF Jackets is to assure safety in the winter months from 15 October through 15 April as well as uniformity. This will be a Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity Single Award for the procurement of commercial MASSIF Jackets for the USAF Honor Guard located at Bolling Air Force Base, DC. These jackets are used on an as needed training basis for presidential ceremonies, funerals, and other high visibility ceremonies. The USAF Honor Guard intends to have this be a single purchase.

2.0 SCOPE OF WORK

The contractor shall manufacture and deliver jackets in the quantities set forth in every order, not to fall short of 350 jackets provided for the United States Honor Guard and shall meet the requirements of:

- OCP shell design

- Full flame-resistant construction with proprietary Massif® fabrics

- 4-way stretch fabric

- Battleshield X® softshell fabric features windproof, waterproof, and breathable membrane

- High, fleece-lined collar

- Zippered chest pocket

- Zippered sleeve cargo pocket

- Zippered hand-warmer pockets

- Adjustable drawcord at hem

- Two flapped double pen pockets

- Two concealable IFF tabs

- Internal wrist cuffs

- Velcro loop for name, rank, flag, and unit tape

- Pass-through flap for CVC extraction strap

- Machine washable

- Be available in sizes REG XS-XL and LNG S-XL

3.0 DELIVERY

Initial order will be delivered within 30 days.

4.0 PERIOD OF PERFORMANCE: Single purchase.

5.0 TECHNICAL POINT OF CONTACT (ON-SITE)

6.0 SCHEDULE

Delivery date and time for each order shall be coordinated with the Technical Point of Contact noted in section 5.0 on a case by case basis.

7.0 ACCEPTANCE PLAN

Work will be reviewed by the TPC or their designated individual(s). The TPC has the responsibility for the government Inspection and Acceptance (I&A) at the places of performance.
