Questions and Answers (posted on FBO)
These are questions posed for solicitation HEVAS6-13-T-0011 (BCBA Services – West Point Schools)
Q: What is the current number of students at the West Point Schools?
A: See below for current student body populations:
West Point Elementary School: 500 students West Point Middle School: 250 students
Q: Under 52.212-2, what does it mean to have experience in training others to provide ABA services?
A: [NOTE: A recent amendment has rearranged clauses 52.212-1 and 52.212-2. See the most current amendment posted on FedBizOpps. The solicitation amendment has also clarified some wording in these two clauses, and should provide a clear answer to this question]. A major purpose of these services is to train Government teaching staff in ABA techniques and services. Therefore, the education/certification required in 52.212-1 should involve the skills needed to train others to perform ABA services.
Q: What happens if our proposal is unclear or vague?
A: Because of the complexity of the services requested, this office acknowledges that the solicitation is not simple or straightforward. Therefore, proposals that appear vague or unclear due to the complexity of the requirement will not be automatically disqualified. The Government may contact an offeror for clarification on certain points within the offeror’s proposal. However, all required documents, per 52.212-1 and 52.212-2, must be submitted before the deadline.
Q: What does a “Session” mean as the unit of measure under this contract?
A: A Session is the unit of measure for this contract. One (1) session is equivalent to one (1) hour of service. A session is limited to time spent in interaction with students, DDESS staff, and parents within the scope of this PWS. This includes interaction with students and parents; training DDESS staff; and attending any meetings required by the COR or CSC. A session does not include travel time, time spent writing/submitting observations and reports, or any other action that is consequential to performing the services under a session.
