About this file

This document is a Request for Information (RFI) from the Massachusetts Operational Services Division regarding heating fuels. The RFI aims to gather industry insights and information to inform the state's future heating fuels request for proposals. Key topics include major industry changes, factors affecting differential pricing, customer usage of fixed versus variable rates, the maximum term for fixed price options, and the flexibility needed to accurately price fixed price options. The RFI also seeks to understand how a fixed/locked in differential rate applied statewide versus by zone would affect vendors.

The RFI does not provide details on specific product quantities, response dates, or contract terms. However, it indicates the state is interested in understanding the current and future state of the heating fuels industry to enhance their procurement practices and potentially structure future heating fuels contracts differently, such as potentially offering fixed price options.
