About this file
This is a Statement of Work for troubleshooting and repair of a SIEMENS fire alarm system aboard the USCGC Healy, a U.S. Coast Guard vessel.
The contractor must perform comprehensive inspection and repair of the existing fire alarm control panel and detectors onboard CGC HEALY at USCG Base Seattle, 1519 Alaskan Way S, Seattle, WA 98123, with point of contact LT Stephen Bruno. The period of performance is 14 calendar days from contract award for 3 working days of on-site service. The contractor must be a Siemens technical representative capable of programming detector heads into the system. The scope of work (CLIN 0001) requires the contractor to provide all labor, materials, tools, and equipment to: (1) clear alarms and troubleshoot constant "Input source malfunction," "Not Responding," and "Communication Error" alarms on the FireFinder XLS Fire Alarm Control Panel, and reset all active alarms to return the system to normal operating state; (2) restore full capability to all fire alarm units except those in Generator Room 2 (1-80-2-E), program unidentified detector heads including recently installed HFP-11 smoke detectors in the Magazine Compartment (1-9-2-M), and conduct functional tests to verify proper activation and communication with the control panel; and (3) inspect the Master Fire Alarm Control Panel in the Engineering Control Center and annunciators in Damage Control Central and the Port and Starboard Quarterdecks to ensure full button functionality. The contractor must deliver a detailed inspection report documenting findings, repairs conducted, units requiring further work, and the final result of system grooming, including documentation of full restoration or a list of specific repairs necessary to restore full functionality with parts and labor hour estimates. CLIN 002 provides for potential repairs based on Condition Found Reports (CFR) not to exceed $2,500; any additional work beyond the base scope must be documented in a CFR and authorized only through written contract modification by the Contracting Officer. The deliverables must also include a detector list table with detector name, network address, loop, and compartment location for all detectors, referencing the ALARMCO, INC Operation and Maintenance Manual.
