About this file
This is an Addendum #1 Revision to a Request for Quotation (RFQ) issued by Solano County's Department of General Services on behalf of the Health and Social Services Department for the design and implementation of a comprehensive integrated employee onboarding program. The RFQ seeks a qualified contractor to develop and deploy a structured onboarding solution across the Health and Social Services Department's multiple divisions, encompassing four distinct phases: Project Initiation (10-15 business days post-award), Information Gathering (3-4 weeks), Material Creation (6-8 weeks), and Implementation (4-6 weeks). Deliverables include division-specific videos, a digital onboarding hub utilizing Microsoft 365 platforms (SharePoint, Forms, and Loop), interactive forms, feedback surveys, manager support tools, accessibility and branding standards, metrics and reporting frameworks, and structured check-in plans with trauma-informed and implicit bias considerations. Service delivery is scheduled for June 15, 2026, at 275 Beck Avenue in Solano County. Electronic proposals must be submitted via the OpenGov eProcurement portal by 5:00 p.m. Pacific Standard Time on Monday, April 13, 2026, with a questions deadline of Monday, March 30, 2026. The RFQ was released on March 3, 2026, and bids are valid for 90 days following the closing date. No site visit or bidders' conference is mentioned in the document.
The cost proposal must be all-inclusive and structured as line-item costs for each of the four project phases, covering all labor, materials, equipment, software, travel, and associated expenses; no specific budget amount is disclosed. Solano County provides a local business preference for entities meeting Solano County Code section 22-24 criteria (valid business license and principal or satellite office with at least one full-time employee located in the county), though this is not a set-aside. Bidders must provide three references from government agencies or firms demonstrating similar service delivery within the past three years from different entities. The contractor may utilize subcontractors subject to County approval. Vendors must comply with federal civil rights laws, Title VI and Title IX, the Equal Employment Opportunity Act, the Americans with Disabilities Act, drug-free workplace requirements, debarment certifications, and non-collusion declarations. Award will be made to the highest-rated proposer based on evaluation criteria stated in the RFQ. The County reserves the right to reject any or all proposals, cancel the RFQ in part or in its entirety, waive minor irregularities, modify specifications due to budget constraints, and reduce or increase scope based on operational needs.
