B. ORS 279B.085(4)(b)(B)

Complying with ORS 279B.055 (Competitive Sealed Bidding), ORS 279B.060 (Competitive

Sealed Proposals), ORS 279B.065 (Small Procurements), or ORS 279B.070 (Intermediate

Procurements) will not meet the needs of the program as these are all methods of determining lowest cost or best value. This is a situation where the County is not able to select the providers through one of the standard sourcing methods, as the program needs to contract with a group of providers over time as described above, and as such needs a procurement method that will connect the program to all applicable providers.
