SUMMARY OF CHANGES

SECTION SF 1449 - CONTINUATION SHEET

The following have been added by full text:

DEPO 8

DEPO 8 - NOTICE TO OFFERORS – VENDORS MUST OBTAIN DUNS NUMBER

(a) This paragraph is an addendum to FAR 52.212-1, Instructions To Offerors—Commercial Items.

(b) All vendors outside the United States doing business with DoDEA Europe must obtain a DUNS number, NCAGE code, and are required to register in CCR. If you have not previously obtained a DUNS number, you must do so now. Additional information regarding these requirements is available in paragraphs (j) and (k) of FAR 52.212-1, which is incorporated into this solicitation.

(c) As a prerequisite to CCR registration, vendors must obtain an NCAGE code, which can be requested at http://www.dlis.dla.mil/Forms/Form_AC135.asp. If the vendor’s home country is not listed in the dropdown box in block 2 of the request, the vendor should select “other.” Upon assignment, the code will be sent to the vendor via email.

(End of addendum to FAR 52.212-1)

REASON FOR AMENDMENT

a. Block 8 of the solicitation SF 1449 is changed FROM 12:00am 8 APR 2016; TO 08:00 am 11 APR 2016 Eastern Stardard Time (EST)

b. The clause titled DEPO 8 has been changed to make it clear that this clause is applicable to vendors outside the United States.

PRE-BID INQUIRIES

1. Q: “Before I get started I wanted to ask if in the past your were able to find someone in the European area to satisfy your contract?”

A: The incumbent is from the United States.

2. Q: “If the company who made the repairs was not in Europe did they send people to the area to repair the equipment on site? As opposed to shipping all the gear to say the US making the repairs and shipping it back to Europe?”

A: On the previous contract, the equipment was shipped both ways to and from the vendor.

3. Q: “With the gear particularly helmets they will have an expiration date and can only be refurbished a limited number of times. Is the person taking care of the gear aware of these rules, you know? Would need the brand names involved also, please.”

A: For any specifications (“rules”) regarding the care of the football equipment (the sport is “American” football, vice “soccer”), please refer to the Statement of Work in the solicitation.

A complete list of brand name helmets and shoulder pads, and the quantities thereof are not available. However, the top three (3) brand names are: Adams, Schutt and Riddell.

4. Q: “ Is it possible to get brand name/manufacturer of helmets & Shoulder pads?”

A: A complete list of brand name helmets and shoulder pads, and the quantities thereof are not available. However, the top three (3) brand names are: Adams, Schutt and Riddell.

5. Q: “When was the last time gear was serviced?

A: We have a rotation of every 3 years, unless a helmet is showing a possible crack or heavy wear that the helmet needs to be inspected. As for shoulder pads there is no yearly rotation.

Schools send shoulder pads when they appear to need refurbishing.

6. Q: It’s almost impossible to make an accurate cost amount until one has seen the gear. So the contractor will make a bid based on many types of repairs i.e.. Cost to replace face guards , cost for replacement of inner helmet pads, painting of helmet, replace on parts of shoulder pads.

BUT one can not go over every potential repair. So I am guessing there will be room for unmentioned/unexpected needed repairs?

A: This has never been an issue in the past. The contractor is accepting the need to "recondition" the helmet which includes the helmet passing the NOCSAE test and then making sure the equipment meets all of their standards. The contractor needs to determine a cost per equipment part for reconditioning that includes all repairs. Some equipment may need nothing but an inspection with no new parts, others may need more parts. In the end this would all balance out. The government will have no control of what parts are missing. There is no way to get to every school and see their inventory and what they are/should be sending.

As used in the solicitation, the word “quotation” shall be substituted for the word “offer.” The legal effect of quotations is described at FAR 13.004. Quotations will be evaluated and award will be made in accordance with procedures prescribed at FAR 13.106. The time set for receipt of quotations is the earliest time at which the Government will begin evaluating quotations. All interested vendors should make every effort to submit their quotations prior to this time; however, the Government reserves the right to consider any quotation (or quotation revision) received prior to award of a purchase order. Further, the Government reserves the right to contact any vendor to discuss that vendor’s quotation without incurring an obligation to contact other vendors about their quotations.
