DEPARTMENT OF DEFENSE EDUCATION ACTIVIY
PACIFIC DIRECTOR’S OFFICE
UNIT 35007
APO AP 96376-5007
To: ALL PROSPECTIVE VENDORS
Request for Quote: HE1260-16-Q-9023, Korea Bus Security Attendant, Safety Aide, and Safety Attendant
Services
This is combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 in conjunction with FAR 13.5, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
1. Solicitation No. HE1260-16-Q-9023 is issued as a Request for Quotation (RFQ) for Department of Defense
Education Activity (DoDEA) - Pacific.
2. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition
Circular 2005-88 effective 16 May 2016.
3. The associated North American Industrial Classification System (NAICS) code for this procurement is 611710 –
Educational Support Services and the small business size standard is $15M. This requirement is unrestricted.
4. Contract Line Item Numbers (CLINs), estimated quantities, and units of measure are included in Price Exhibit A.
The maximum amount for CLIN X002 (SA), CLIN X003 (SAA), and CLIN X004 (BSA) in the basic contract will be established as notional amounts. These notional CLIN values are not binding and may be adjusted by the
Contracting Officer and unused amounts may be shifted into another CLIN or successive option periods. Price
Exhibit A will be used as the basis for price evaluation.
Vendors shall follow instructions included in Price Exhibit A and only complete the yellow highlighted cells. All
CLINs must be priced. Price Exhibit A includes estimated quantities from Attachment 5: Workload Estimates. The Route
Rate per Instructional Day for all categories at each location will be contractually binding and shall be not-to-exceed amounts for any task order(s) issued under this contract. To permit the issuance of multiple task orders in each ordering period, the Estimated Quantities and Unit Price will be based on the total amount for each category at each location.
5. DoDEA – Pacific requires Safety Aide (SA) for special needs students, Safety Attendant (SAA) services for Sure
Start and Pre-Kindergarten through grade 2 students, and Bus Security Attendants (BSA) for routes outside military installations for students attending DoDEA Pacific schools located within the Korea District. Vendor shall provide all labor, supervision, scheduling, quality control, transportation, equipment and materials (except those specified as GFP) necessary to perform SA, SAA, and BSA duties for designated DoDEA Pacific Korea school buses as defined in Attachment 2: Performance Work Statement (PWS). Workload estimates for the basic period and four, one-year options are identified in Attachment 5: Workload Estimates. The estimated quantities are estimates only based on historical and projected workload. The number of instructional days for each school year varies from 182 to 183 (see Attachment 7: DoDEA Pacific School Calendar). For consistency, the base period and all options are identified as 183 instructional days.
The Government intends to award a firm-fixed-price, Indefinite-Delivery, Requirements contract. Precise
HE1260-16-Q-9023
quantities of services cannot be determined at this time. A Requirements contract provides for filling all actual purchase requirements of designated Government activities for services during the contract period performance to be scheduled by issuance of task orders by the Contracting Officer.
In addition to the Requirements contract, the Government intends to award a task order for School Year 2016-2017 at the time of award (see Price Exhibit A for estimated quantities). The vendor understands if a contract is awarded, the vendor will perform the task order at the quoted price in Price Exhibit A for School Year 2016-2017. Issuance of a task order is at the sole discretion of the Government. The Government reserves the right to order less and/or more than the estimated quantities identified in Price Exhibit A.
The anticipated ceiling is $6 million aggregate for all task orders awarded under this contract. The U.S. Forces
Korea (USFK) is currently transforming its area of responsibility. The end state of the USFK Transformation and
Restationing (T&R) will be to relocate the majority of U.S. Forces in Korea to two enduring hubs: 1) Pyeongtaek
(Northwest): Comprised mainly of U.S. Army Garrison (USAG) Humphreys and Osan Air Force Base, and 2)
Daegu (Southeast): Comprised mainly of U.S. Army Garrison Daegu and Chinhae Naval Base. Another initiative affecting USFK’s posture is tour normalization. This initiative provides 36-month accompanied tours (personnel who bring their families with them), and 24-month unaccompanied tours (personnel who do not bring their families with them) to military personnel stationed in South Korea. Given the future end state of USFK T&R, the $6 million ceiling will provide the Government flexibility to order services when services are required.
While DoDEA anticipates the closure of the Seoul Complex after School Year 2017-2018 (June 2018), the need for school(s) to remain open may still be required. School closures are dependent upon adjustments to the force structure as a result of the USFK Transformation and Restationing. In the event the Seoul Complex remains open due to unforeseen circumstances outside of DoDEA’s control, Attachment 5: Workload Estimates includes estimated services for the Seoul Complex during School Year 2018-2019, 2019-2020 and 2020-2021. Additionally, there are no services required in the Chinhae Complex at this time. However, in the event services are required, estimated services are included in Attachment 5: Workload Estimate.
6. Ordering Period is a twelve-month base period with four (4), twelve-month option periods.
Base Period: 1 August 2016 – 31 July 2017
Ordering Period 1: 1 August 2017 – 31 July 2018
Ordering Period 2: 1 August 2018 – 31 July 2019
Ordering Period 3: 1 August 2019 – 31 July 2020
Ordering Period 4: 1 August 2020 – 31 July 2021
7. FAR 52.212-1, Instructions to Offerors – Commercial applies to this acquisition.
Addendum to FAR 52.212-1
The following instructions are to ensure the vendors submit information necessary for the Government to fully understand and evaluate quotes. Vendors are cautioned to follow the detailed instructions carefully and provide technical information to clearly demonstrate that the services provided meet the specifications listed in this solicitation. To be eligible for award, the vendor shall meet all technical requirements, conform to all required terms and conditions of this solicitation, include all information required, and be determined responsible in accordance with the standards found in FAR 9.104. Failure to comply with the terms and conditions of this solicitation as follows may result in the vendor being ineligible for award.
A. Submission of quotes. As a minimum, quotes must include:
1) Attachment 3: Vendor Information;
2) A technical description of the services being quoted in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary;
3) Past performance information to include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information); and
4) Price and any discount terms.
B. Period for acceptance of quotes. The vendor agrees to hold the prices in its quote firm for ninety (90) calendar days from the date specified for receipt of quotes.
C. Late submissions, modifications, revisions, and withdrawals of quotes.
1) Vendors are responsible for submitting quotes, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in the solicitation by the time specified in the solicitation.
2) Any quote, modification, revision, or withdrawal of a quote received at the Government office designated in the solicitation after the exact time specified for receipt of quotes is “late” and will not be considered unless it is received before award is made and the Contracting Officer determines that accepting the late quote would not unduly delay the acquisition.
3) Quotes may be withdrawn by written notice received at any time before the exact time set for receipt of quotes.
D. Contract award. The Government intends to evaluate quotes and award a contract without communicating with vendors. Therefore, the vendor’s initial quote should contain the vendor’s best terms from a technical and price standpoint. However, the Government reserves the right to communicate with vendors if later determined by the Contracting Officer to be necessary. The Government may: reject any or all quotes if such action is in the public interest; accept other than the lowest quote; and waive informalities and minor irregularities in quotes received.
E. System for Award Management. By submission of a quote, the vendor acknowledges the requirement that a prospective awardee shall be registered in the SAM database prior to award, during performance and through final payment of any contract resulting from this solicitation. If the vendor does not become registered in the
SAM database in the time prescribed by the Contracting Officer, the Contracting Officer will proceed to award to the next otherwise successful registered vendor. Vendors may obtain information on registration and annual confirmation requirements via the SAM database accessed through https://www.acquisition.gov.
F. The quote shall consist of four (4) separate volumes: Volume I: Vendor Information; Volume II: Technical;
Volume III: Past Performance and Volume IV: Price.

3) Please note that if a vendor does not have three (3) past performance citations to submit in accordance with the above submittal requirement, the vendor shall note this information.
4) The Government may also base a vendor’s past performance record on government knowledge, government-wide Past Performance Information Retrieval System (PPIRS) or any other reasonable basis.

8. FAR 52.212-2, Evaluation – Commercial Items, does not apply to this acquisition.
Award shall be made to the vendor with the lowest evaluated price meeting technical and past performance requirements in accordance with FAR 13.106-2. The following factors shall be used to evaluate proposal:
Technical, Past Performance, and Price.
All quotes will be evaluated first on price. Price Exhibit A will be used as the basis for price evaluation. The lowest priced quote’s technical and past performance will be evaluated for acceptability on an “Acceptable” or
“Unacceptable” basis. If the lowest priced quote’s technical and past performance is found to be acceptable, then no further evaluations will be conducted and award will be made. If the lowest priced quote’s technical and past performance is not acceptable, the next lowest priced quote will be evaluated, and so on until a quote meeting technical and past performance requirements is found.
The quote with the lowest evaluated price meeting technical and past performance requirements will be awarded the Indefinite-Delivery, Requirements contract and the task order for School Year 2016-2017. Issuance of a task order is at the sole discretion of the Government. The Government reserves the right to order less and/or more than the estimated quantities identified in Price Exhibit A.
FACTOR 1 – TECHNICAL
The vendor’s technical capabilities shall be evaluated to assess whether the vendor’s quote will satisfy the
Government’s requirements on an “Acceptable” or “Unacceptable” basis.
1) Thorough explanation of the vendor’s technical experience and ability in providing same or similar requirements as set forth in the Performance Work Statement.
2) Detailed narrative of the vendor’s ability to manage and perform the requirements of the solicitation, to include the vendor’s approach to staffing, recruitment, substitution, and replacement of qualified personnel to perform the requirements of the PWS.
3) Current and valid business license issued by a local, state, or federal government agency or organization within South Korea. License submitted in Korean shall also have an English translation.
Rating Description
Acceptable Quote meets the requirements of the solicitation.
Unacceptable Quote does not meet the requirements of the solicitation.
FACTOR 2 - PAST PERFORMANCE
The vendor’s past performance shall be evaluated to assess the vendor’s probability of meeting the minimum past performance solicitation requirements. This assessment is based on the vendor’s record of relevant and recent past performance information that pertains to the services outlined in the solicitation requirements. Past performance will be rated on an “Acceptable” or “Unacceptable” basis.
Rating Description
Acceptable
Based on the vendor’s performance record, the Government has a reasonable expectation that the vendor will successfully perform the required effort, or the vendor’s performance record is unknown. (See note below)
Unacceptable Based on the vendor’s performance record, the Government does not have a reasonable expectation that the vendor will be able to successfully perform the required effort.
The Government may consider data available in the statistical reporting module of the Past Performance
Information Retrieval System (PPIRS-SR) regarding the vendor’s past performance history for the services being purchased. Information regarding past performance may also be obtained from the vendor’s quote, information obtained from questionnaires tailored to the circumstances of the acquisition, or any other sources available to the
Government, to include but not be limited to: Federal Awardee Performance and Integrity Information System
(FAPIIS); Electronic Subcontract Reporting System (eSRS); other federal databases; references from Program
Managers and Contracting Officers; past customers; Government agencies and activities and other sources deemed necessary.
Note: In the case of a vendor without a record of relevant past performance history in PPIRS-SR for the services being purchased, the vendor may not be evaluated favorably or unfavorably for its past performance history. The vendor shall be determined to have “Unknown” past performance. In the context of acceptability/unacceptability, an “Unknown” past performance shall be considered “Acceptable.”
FACTOR 3 – PRICE
1) Price will be evaluated utilizing techniques identified in FAR 13.106(3)(a). The analysis will be conducted on the total price to include the base period and all option periods.
2) Price evaluation will not be given an adjectival rating.
3) Price will be analyzed for errors, omissions, and mistakes, and evaluated to determine whether it is fair and reasonable and indicates the vendor understands the work to be performed.
4) All line items contained in Price Exhibit A will be evaluated to determine if prices are unbalanced. If analysis indicates pricing is unbalanced, the quote may be rejected if it is determined to pose an unacceptable risk to the Government.
5) The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement identified in Price Exhibit A. To account for the option period(s) possible under Clause 52.217-8 (maximum six months), Option to Extend Services, the Government will take the price for all CLINs of the final option period, prorate it to a six-month value, and add it to the sum of all CLINs (base plus all option periods). This amount will be the total evaluated price. Evaluation of options shall not obligate the Government to exercise the options.
9. FAR 52.212-3, Offeror Representations and Certifications – Commercial Items, applies to this acquisition.
10. FAR 52.212-4, Contract Terms and Conditions – Commercial Items, applies to this acquisition.
