Guam District Superintendent Office (DSO) Vehicle Lease
Performance Work Statement
15 October 2015
1.0 Scope. Contractor shall furnish all labor, equipment, materials, tools, instruments, transportation and supervision necessary for the delivery and routine maintenance of leased vehicles in support of the Department of Defense Education Activity (DoDEA) Guam District Superintendents Office (DSO). Guam DSO’s mission is currently supported through the use of these leased vehicles to transport personnel and cargo.
2.0 Requirements. Contractor shall lease Guam DSO the following vehicles:
2.1 Sedan - Three (3) Each
Compact size, four-door sedan Minimum four passengers Small cargo space 4-cylinder engine
2.2 Cargo Van – Two (2) Each
Payload capacity of at least 2,000 pounds Minimum two passengers At least a 6-cylinder engine
2.3 Contractor shall provide vehicles with automatic transmission, power steering, air conditioning and power door locks and windows, which can be operated and controlled by the driver of the vehicle.
2.4 Vehicles shall have the manufacturer’s standard exterior paint.
2.5 All vehicles must be less than 2 years old and have an odometer reading of no more than 36,000 miles throughout the period of the lease.
2.6 Pricing for each vehicle shall be inclusive of all costs necessary to operate the vehicles on Guam, to include but not limited to monthly lease costs/fees, maintenance & repairs, licensing & registration, insurance, etc.
3.0 Delivery
3.1 Vehicles shall be delivered to the designated point, Guam DSO within five (5) days after contract award.
4.0 Government Acceptance and/or Rejection of Vehicles
4.1 Upon delivery, the Government will accept or reject vehicle(s) within two (2) business days.
4.2 If the Government determines that any vehicle furnished is not in compliance with the contract, the
Contractor and Contracting Officer shall be notified in writing within two (2) business days.
4.3 Vehicles shall be free of any defects that may impair serviceability or detract from the vehicle’s appearance.
4.4 The Contractor must repair or replace any defective vehicles within three (3) business days.
5.0 Operation and Maintenance
5.1 Each vehicle delivered to the Government shall contain one set of owner/operator’s manuals and one set of maintenance manuals.
5.2 Contractor shall provide routine maintenance (including oil change, tire rotation, etc.) for each vehicle in accordance with manufacturer’s requirements.
5.3 When a vehicle is being serviced, the Contractor shall provide a similar loaner vehicle for the duration that the Government’s leased vehicle is being serviced, at no additional cost.
5.4 Contractor shall deliver the loaner vehicle to the DSO and pick up the vehicle that requires service. Upon completion of maintenance the Contractor shall conduct vehicle transfers at the DSO.
6.0 Accidents and Theft
6.1 Government will notify the Contractor within three (3) business days of accident and/or theft and will arrange for repairs of accident damaged, including damage sustained to a stolen vehicle during the period prior to recovery.
6.2 Contractor is required to provide a replacement vehicle during the period the vehicle is out of service.
7.0 Safety Standards
7.1 Each vehicle furnished shall comply with Federal Motor Vehicle Standards (49 CFR 571) and applicable
Guam safety regulations.
7.2 Each vehicle furnished shall be equipped with emissions equipment certified for use in any U.S. State and its territories.
8.0 Liability and Insurance
8.1 Contractor shall provide and maintain insurance covering its liabilities in accordance with FAR 52.228-8, Liability and Insurance -- Leased Motor Vehicles.
8.2 Before commencing work under this contract, the Contractor shall notify the Government Point of Contact and the Contracting Officer in writing that the required insurance has been obtained.
