The following factors shall be used to evaluate quotes: technical and price, wherein, technical is more important than price. To meet the goal of Executive Order 13693, Planning for Federal Sustainability in the Next Decade, DoDEA aims to improve its vehicle efficiency by taking actions to reduce fleet-wide per-mile greenhouse gas emissions. The perceived benefits of sustainable acquisition, e.g. high miles per gallon rating, can merit the additional cost.

A. TECHNICAL. The Government will evaluate each quote to determine technical acceptability on a PASS or FAIL basis. Vendors must demonstrate capability to meet all of the following subfactors:

1. Vehicle Specifications: Vendor shall explain how the quoted vehicles meet each of the minimum requirements in PWS 2.0.

2. Delivery: Vendor shall deliver vehicles to Guam DSO by 1 December 2015.

3. Operation and Maintenance Services: Vendor shall explain how vehicles will be maintained and provide a loaner vehicle when vehicle(s) are being serviced.

B. PRICE. Price will be evaluated in accordance with FAR 13.106-3(a)(1). Quoters are encouraged to submit their most favorable lease terms. Pricing for each vehicle shall be inclusive of all costs necessary to operate the vehicles on Guam, to include but not limited to monthly lease costs/fees, maintenance & repairs, licensing & registration, insurance, etc.

The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. To account for the option period(s) possible under FAR 52.217-8 (maximum six months), the Government will take the price for all CLINs of the final option period, prorate it to a six-month value, and add it to the sum of all CLINs (base plus all option periods). This amount will be the total evaluated price. Evaluation of options shall not obligate the Government to exercise the options.
