A30. No, work is to be done at the TMP facilities [to take the buses off site would require a great deal of coordination and a Military or TMP driver].
Q31. Would the government clarify the training requirement of paragraph 2.5 of the PWS. Specifically:

Paragraph 5.0 of the PWS states “…Delivery is FOB Destination within 30 days after contract award to the location specified at Attachment 3.” Taking into account manufacturer lead time, equipment shipment by air would be required to meet this 30 day suspense. To reduce cost to the government, would the government consider changing the requirement to delivery within 60 days to enable shipment by sea to take advantage of the significantly lower cost?
A34. Please submit your quote using the guidance in paragraph 5.0 of 30 days.
Q35. What is the forecasted date for contract award?
A35. The forecasted contract award date is: o/a 24 Jun 2014.

Q41. Can this RFP be set aside for SDVOSB? If not, will disabled veteran status be used in the proposal evaluation?
A41. There is no set‐aside for this procurement.

Q43. I have been looking for the part of the solicitation for the number of buses and location for Japan.
It if has been sent, I must be overlooking it. Would you please advise.
A43. At Attachment 1 of the Performance Work Statement (PWS) is a table that identifies the number of buses in mainland Japan and Okinawa, Japan that require the installation of the OBVSS system and equipment. Schedule B of the CLIN structure identifies the quantities required for removal and installation of the new OBVSS equipment.

A48. No.
Q49. Is the 5‐year warranty an absolute requirement?
A49. No, the Government requests a 5 year warranty and the offeror may propose an alternative duration.
Q50. Attachment 2 provides the location of the cameras. Camera 1 is "exterior mounted camera" so does that mean it will be placed on the outside of the bus? If so, will the camera have to be waterproof/weatherproof?
A50. Yes. Exterior, waterproof camera.
Q51. Are all the bus types the same? If not, what kind of buses will the system be installed in?

A59. Each maintenance call will be unique and charged based on the level of effort required for the repair.
Q60. If an additional system has to be installed, will the install charges fall under item 0003, 1003, 2003, 3003, and 4003 or is there another item number for additional installations?
A60. SubClin 0005AA at Schedule B is designed to satisfy Question 60.
