Amendment 3 - HE1254-15-T-0006 RFQ Communications Audit Response to Questions
1. Please clarify if the work will be performed at Government or contractor site.
Response: Both - The contractor will conduct some interviews and collaboration with DoDEA officials onsite. Virtual focus groups can be conducted at HQ using VTC equipment. Other research can be conducted at contractor's site.
2. In section 6.0 (Performance and Delivery schedule), the timeline for the Implementation and Presentation to Leadership task states “After receipt of a written delivery order.” How and when will delivery orders be provided for these tasks?
Response: The RQF has been amended to correct the statement.
3. Section 7.3 states that DoDEA will conduct a secondary review regarding the survey. Who will conduct the review and how long will it take?
Response: Refer back to 4.2.3 (e) in the Performance Work Statement. The contractor will develop the questions for the employee survey/focus groups/interviews with DoDEA officials. DoDEA will review the final questions within a 10 day period. DoDEA will be responsible for the employee survey implementation and collection. The raw data collected will be provided to the contractor for analysis.
4. Please specify the desired travel locations and number and length of trips.
Response: Desired travel locations are Maxwell AFB, AL; Ft Benning, GA; MCB Quantico VA (3 days at each location). .
5. Please specify the review period for web site and social media metrics data (i.e., for the year prior to the award? Two years prior to the award?).
Response. The review period will be for the past 2 school years. (School Year 2013/2014 and School Year 2014/2015)
6. Instructions indicate that “Offeror shall identify three projects that demonstrate recent and relevant past performance in the provision of leadership coaching sessions.” Please clarify the statement “leadership coaching sessions” and its relevance to this solicitation.
Response. The RFQ has been amended to correct the statement.
7. Instructions indicate that the Basis of Award “represents the Best Value and whose quote conforming to the solicitation will be the lowest price technically acceptable to the Government using a lowest price technically acceptable (LPTA) evaluation process.” Please clarify if the award will be Best Value or LPTA and if it’s truly best value, how proposals will be evaluated.
Response: The proposals will be evaluated using the lowest price technically acceptable evaluation process. Best value is expected to result from selection of the technically acceptable proposal with the lowest evaluated price. The Request For Quote has been amended to clarify.
8. Volume III statement on Contracting/Price, it looks like all that is requested for that is a total for each component. Is that correct?
Response: The Contract Line Item Numbers (CLINs) below are suggested CLIN structures. The contractor may submit fewer or more CLINs, whichever may be appropriate to their submission and in line with their customary commercial practice. All items must have a price or be marked “NSP” for “Not Separately Priced.” If priced, each item will state the description, quantity, unit, unit price, and price.
9. Are we supposed to provide a more detailed breakout of costs for Items 1 through 5? Since we are offering a service rather than a product or piece of equipment that is sold by quantity, I’m confused as to what is needed for each of these Items.
Response: See Response to 8 above.
