About this file

This is a Rate of Markup (ROM) spreadsheet that appears to be a pricing template or cost estimation tool related to the DoWEA Daily Commute Student Transportation Services requirement for Baumholder Military Community in Germany. The file is formatted as an Excel worksheet designed to calculate or document markup rates, likely for use in preparing pricing proposals for the student bus transportation services solicitation (HE1254-27-RE-BAUMHOLDER). The ROM tool would enable potential contractors to establish and track cost markups across various service categories or line items associated with the transportation contract, which is scheduled to commence on August 1, 2027.

The spreadsheet serves as a financial planning instrument for prospective bidders responding to this pre-solicitation market research phase. Given that the underlying requirement involves comprehensive student transportation services—including personnel (drivers, safety attendants, supervision), equipment, supplies, and all necessary resources to support the Baumholder Military Community—the ROM template likely facilitates calculation of profitability margins across different cost categories. As this is a pre-solicitation RFI phase for market research purposes, the ROM attachment provides a baseline pricing structure or methodology that may be refined prior to formal solicitation release expected later in 2027.

Cost Element Descriptions

1. Labor Category Development Labor categories were developed to support the objectives from the PWS that the labor categories address.

2. Direct Labor Rate Direct Labor is the cost of labor that can be specifically identified and charged to this specific student transportation requirements. These employees perform the actual work required by the contract.

3 Indirect Cost Structure Fringe Benefits: Includes benefits such as health insurance, retirement contributions, payroll taxes, and paid leave, as applicable.

Overhead: Covers indirect labor, facilities, equipment, utilities, and program support costs.

General & Administrative (G&A): Covers corporate-level expenses including finance, HR, legal, and executive management.

Fee/Profit: Represents contractor profit consistent with competitive federal services contracting environments.

4. Escalation :Expected wage inflation in the area(s) where contract performance will take place labor market Anticipated increases in compensation for cleared and specialized personnel

5. Fleet Capital & Operating Cost Development Fleet capital and operating costs required to acquire, maintain, and operate vehicles and equipment dedicated to or utilized in direct support of the PWS requirements.

-Cost Composition: the estimate accounts for both capital components (such as vehicle depreciation, capital lease charges or financing costs) compliant with FAR 31.205-11 and operating components (including fuel, routine maintenance, repairs, tires, insurance, state registration and mandatory local licensing fees.
-Pricing Assumption: Because this is a fixed-price requirement, fleet capital and operating costs are incorporated into the fixed unit or total prices. The Offeror assumes the risk of market fluctuations in fuel prices, maintenance expenses, and vehicle parts. Projections used reflect realistic lifecycle cost assumptions over
the period of performance without adjustment for actual cost variances.
-Allocation & Basis of Projections: Fleet quantities, vehicle types and mileage/usage assumptions are tied directly to operational support volume, geographic dispersion, and travel requirements within the place of performance. Option year pricing incorporates appropriate vehicle maintenance inflation and fuel price trend factorswhere applicable.

6. Other Direct Cost (ODCs) ODCs to capture essential non-labor, non-fleet expenses requried for successful contract performance that are not otherwise included in indirect cost pools or standard labor pricing. Under a fixed-price arrangement, projected ODCs are incorporated into the fixed unit or total price. ODCs may include but are not limited to:

-Materials and Supplies: Software licenses, training materials, office supplies or specialized equipment required exclusively for contract execution.
-Driver & Safety Training: Specialized training required to ensure all personnel operating government or contractor-owned fleet vehicles meet strict regulatory, safety and operational standards.
