About this file

This is a Questions and Answers document for federal contract solicitation HE1254-26-Q-E027, addressing vendor inquiries regarding a K-12 Physical Education Teacher Resources requirement for the Department of Defense Education Activity (DoDEA).

The requirement seeks a commercially available, fully developed solution comprising 100% digital instructional resources, formative assessments, and professional learning services aligned with the 2024 SHAPE America National Physical Education Standards. Resources must support all K-12 grade bands (K-2, 3-5, 6-8, and 9-12) with differentiation across varying student abilities and adaptive instructional practices. The solution must be sufficiently comprehensive to support approximately 180 days of instruction per school year across varied instructional schedules and diverse course types. Formative assessments should be available in multiple formats—printable and digital—with integration capabilities via Schoology (DoDEA's official LMS), ClassLink single sign-on, and Google Classroom. The pricing template reflects 320 educator licenses, though numbers are approximate and may fluctuate; vendors may propose optional student account features separately. Six required professional learning sessions should include live virtual delivery for launch and Q1, with asynchronous, vendor-developed, DoDEA-specific content acceptable for Q2-Q4; generic on-demand video libraries are not acceptable. Resources may be hosted within DoDEA's Schoology LMS or externally by the contractor using industry-standard, LMS-compatible formats (IMS/LTI/SCORM). All deliverables must meet Section 508 accessibility requirements and WCAG 2.1 Level AA standards with submission of an Accessibility Conformance Report using VPAT 2.1 or later. The current incumbent is The Prophet Corporation (contract HE125420D0011). Submission materials, including Attachments 1-9 as separate documents within Volume 1, pricing in Volume 4, and past performance questionnaires submitted directly by references, must comply with specified page limits and formatting requirements, with submission via email to the identified contract specialist and contracting officer.

Question # Question Answer

Formative Assessment Requirements - Are there specific expectations regarding: (A) The type or format of formative assessments (e.g., quizzes, observational tools, student self-assessments) (B) Whether assessment data must be exportable or integrated into other systems?

Formative assessments must align with the requirements of PWS Section

2.1.1 and support instructional decision‑making across K–12 physical education. Formative assessments may include, but are not limited to, performance task rubric‑based assessments, peer‑ or self‑assessments, observation checklists, and knowledge checks, consistent with the 2024

SHAPE America National Physical Education Standards.

The solicitation does not prescribe a mandatory file format or require assessment data to be exportable. However, proposed solutions that allow instructors to access, review, and use assessment information within DoWEA’s instructional environment (e.g., DoWEA’s LMS) are acceptable. Offerors may propose additional functionality provided it complies with the technical and security requirements outlined in the

PWS and solicitation.

Platform Requirements - Is there a requirement for vendors to provide: A full Learning

Management System (LMS), or Can solutions be delivered through a web-based platform that integrates with existing instructional environments?

Vendors are not required to provide a full Learning Management System

(LMS). Solutions may be delivered through a web‑based platform that integrates with existing instructional environments and enterprise systems.

Professional Learning Delivery - For the six (6) required professional learning sessions: (A)

Does DoDEA prefer live virtual, in-person, or a hybrid delivery model? (B) Is there an expected duration for each session?

DoWEA requires flexibility in PL delivery formats:

• Live virtual: Preferred for launch/implementation and Q1 (return to school)

• Asynchronous: Acceptable for Q2-Q4, must be vendor-developed and

DoWEA-specific

• Recorded sessions: Option to capture live sessions for broader access

• In-person: Not preferred due to cost and logistics

Not acceptable: Generic "on-demand" video libraries designed for broad audiences, as they lack DoWEA-specific nuances (e.g., launch protocols, login procedures).

HE1254-26-Q-E027- K-12 Physical Education Teacher Resources - Attachment 10 - Questions and Answers

Student Data and Privacy - Will student-level data be required to be stored within the platform, or should solutions be designed to minimize or avoid collection of personally identifiable information (PII)?

Student level data is not required to be stored within the platform.

Vendors should design solutions to minimize or avoid the collection and retention of personally identifiable information (PII). If limited student level data is necessary, it must be restricted to the minimum required and handled in compliance with DoDEA privacy and security requirements.

Accessibility (Section 508) - Beyond submission of the ACR/VPAT:(A) Will the Government conduct hands-on accessibility testing during evaluation? (B) Are there specific priority accessibility features that should be emphasized?

In addition to submission of an ACR/VPAT, the Government may conduct hands on accessibility testing during evaluation to verify conformance.

Vendors should prioritize accessibility features such as keyboard navigation, screen reader compatibility, captioning, color contrast, and accessible instructional content in alignment with Section 508 and

WCAG requirements.

Can DoDEA clarify expectations for differentiation across: (A) Grade bands, (B)Student ability levels, (C) Adaptive physical education needs?

Instructional resources must support differentiation across established grade bands (K–2, 3–5, 6–8, and 9–12) and across varying student abilities. As required by PWS section 2.1.1, resources must include strategies for adapting instruction and assessments to support diverse learner needs, including students with varying physical or cognitive abilities.

DoWEA does not operate a separate Adaptive Physical Education (APE) program under this requirement. However, proposed resources must include inclusive instructional practices and adaptable options suitable for use in general physical education settings, consistent with Federal accessibility, nondiscrimination, and Section 508 requirements.

Grade Band Scope — Does the solicitation cover all K-12 grade bands (K-5, 6-8, 9-12), or is there a specific grade band prioritized for this award?

The solicitation covers all K–12 grade bands. DoWEA intends to make one comprehensive award that supports elementary, middle, and high school physical education. No individual grade band is prioritized, and proposals that address only a subset of grades will not meet the full scope of the requirement.

Standards Framework — Should resources be aligned exclusively to SHAPE America

National Standards, or should they also address DoDEA's own PE curriculum frameworks?

Instructional resources must be aligned with the 2024 SHAPE America

National Physical Education Standards, which serve as DoWEA’s adopted standards for physical education. DoWEA does not maintain a separate physical education standards framework. Proposed resources should therefore be standards‑aligned, flexible, and adaptable to local instructional models and sequencing.

Resource Volume — Is there a minimum or target number of lesson plans, assessment tools, or resource modules expected under this contract?

The solicitation does not establish a fixed quantity of lesson plans or modules. Proposed resources must be sufficiently comprehensive to support approximately 180 days of instruction per school year across varied instructional schedules and the full range of K–12 physical education offerings, including diverse course types at the secondary level.

Delivery Platform — Will resources be hosted on a DoDEA-provided LMS/platform, or is the contractor expected to deliver a standalone digital platform or SCORM-compatible packages?

Resources may be hosted within a DoWEA provided LMS/platform or hosted externally by the contractor and integrated with DoWEA’s LMS.

Standalone platforms are not required. Instructional content should be delivered using industry standard, LMS compatible formats (e.g., IMS/LTI/SCORM compatible packages) and support single sign on and interoperability with DoWEA’s virtual learning environment.

Professional Learning Format — Should professional learning components be asynchronous (self-paced), synchronous (live virtual/in-person), or a blended combination?

A blended approach is anticipated and allowed, consistent with the requirements in PWS Section 2.1.2. Synchronous virtual professional learning is required as specified, with asynchronous components permitted to supplement learning objectives.

Formative Assessment Format — Are there specific formats required for formative assessments

(e.g., digital, print-ready, embedded in LMS), or is format at contractor discretion?

Due to the K-12 nature of the procurement and the diversity in resources and access across the organization, we have to be as versatile as possible to accomplish implementation. Formative assessments should be able to be printed (that's a requirement for our special populations at minimum), and because these are digital resources, formative assessments need to be digital in a way that allows for integration via DoWEAs established platforms: 1) Schoology because it is the official agency LMS and our DVHS almost exclusively uses Schoology,

2) SSO via ClassLink, and 3) either directly or indirectly (download then upload) to Google Classroom. Common formative assessments in

Physical Education are peer-to-peer feedback rubrics/forms, traditional quiz-type assessments for knowledge checks, self-check rubrics, etc. and these are best delivered in a digital format that can be easily and reliably accessed in the learning environment so students can engage, track and monitor their progress using the instructional materials.

Section 508 Compliance — Please confirm whether all deliverables must meet WCAG 2.1 Level AA standards, and whether a VPAT will be required at time of delivery.

All deliverables must meet Section 508 accessibility requirements and align with WCAG 2.1 Level AA standards. A completed and current

ACR/VPAT will be required at the time of delivery to document accessibility conformance.

Teaming/Subcontracting — Is DoDEA receptive to proposals from WOSB prime contractors utilizing subcontractors with complementary NAICS expertise?

DoWEA is receptive to quotes submitted by eligible WOSB prime contractors that comply with the terms and conditions of the solicitation. Prime contractors may utilize subcontractors with complementary expertise or NAICS codes, provided that all solicitation requirements are met, including any applicable limitations on subcontracting and responsibility requirements.

Vendors are reminded that the prime contractor is ultimately responsible for contract performance and must clearly demonstrate how all team members will meet the stated requirements of the solicitation.

Volume 2 - Technical Requirements - Are external links allowed in order to show enlarged images of graphics used in the technical requirements, or resources that otherwise wouldn't fit?

External links may be included as optional supplemental references;

however, all content required for evaluation of Volume 2 – Technical

Requirements must be fully contained within the proposal submission and applicable page limits. The Government will not evaluate information provided solely through external links.

Volume 2 - Technical Requirements - Confirming graphics and images can be color, and only text must be black

Graphics and images included in Volume 2 may be presented in color;

however, all narrative text must be black. Vendors should ensure that color usage does not impact readability or evaluation of the proposal.

Volume 3 - Past Performance - Confirming that references should email the questionnaire directly to you, as opposed to vendors including them in their submission?

Yes. As stated in Solicitation Section L (Volume 3 – Past Performance), completed Past Performance Questionnaires must be submitted directly by the reference to the Government Point of Contact identified in the solicitation. Vendors shall not include completed questionnaires within their quote submissions.

Volume 4 - Pricing - The price template has 320 units, which I presume means Teacher licenses. In the PWS, pg 3 Section 1 of Requirements, it states there are approximately 350 teachers and 4 above level teachers. If pricing is based on teacher accounts - can we adjust the unit quantity to 354 on the quote template?

The pricing template reflects the estimated number of K–12 physical education teachers identified for this requirement and is provided for evaluation purposes. As stated in the PWS, the teacher population numbers are approximate and may fluctuate.

Vendors shall price their solutions in accordance with the CLIN and

Sub‑CLIN structure provided in the solicitation. Pricing must include access for teachers and required above‑school‑level educators necessary to meet the PWS requirements, including administration, implementation support, and professional learning, as applicable.

The unit quantities listed in the pricing template will not be revised.

Vendors may incorporate any required access levels or license types

(e.g., teacher‑level or administrator‑level access) within the pricing structure provided, so long as all requirements of the PWS are met and pricing is clearly described in the proposal.

Volume 4 - Pricing - On pg 4 of the Performance Work Statement, section 2.2.1 indicates the desire to provide student access to the resources through ClassLink. Is the desired intention for students to access and use materials through Schoology, or the contractor's platform via Classlink SSO, or both? We offer the ability to host student accounts which provides reporting and data tracking Schoology cannot, as well as student features like

"Fitness Plan Builders". Can we modify the pricing template to highlight the optional cost for students to have accounts in PLT4M?

Student access is expected to be provided via ClassLink SSO and may occur through DoWEA’s LMS (Schoology), the contractor’s platform, or both. Contractor‑hosted student accounts are not required but may be proposed as an optional capability. The pricing template may not be modified; however, optional pricing for enhanced student account features may be included as clearly identified, separate line items and will be evaluated independently of the base requirement.

Will you accept grade bands other than K–12? For example, we offer a digital PE product for grades K-5

Vendors may propose solutions that address all or a portion of the K–12 grade range, provided the proposed solution meets the requirements identified in the Performance Work Statement. Vendors are responsible for clearly identifying the grade levels supported by their solution and demonstrating how the proposed approach meets the Government’s needs as outlined in the solicitation.

It is mentioned that Volume 1 should include the Performance Work Statement

Attachment 8. It does not have a place for a signature. What should be included in our response to this section?

Attachment 8 (Performance Work Statement) does not require a signature. Vendors should include the attachment in Volume 1 as instructed and acknowledge their understanding and acceptance of the requirements by complying with the solicitation’s quote submission instructions. No additional signature is required for this attachment unless otherwise specified.

Page 20 of the Contract Clause document (26QE027_SOL_033026.pdf) mentions vendors need to respond to various Subfactors regarding our product. Should we be responding that we self-certify, or will you require detailed explanations of how we align to the subfactors?

Vendors are required to address each applicable subfactor as described in the solicitation. Responses should demonstrate how the quoted solution meets or aligns with the identified requirements.

Self‑certification alone is not sufficient unless explicitly stated in the solicitation.

Where should information about our product that aligns to the scope be placed in the response of the document?

Information describing how the proposed product or service aligns with the scope of the requirement should be included in Volume 2, consistent with the solicitation’s quotes preparation instructions. Vendors are responsible for organizing their submissions in a manner that clearly demonstrates compliance with the Performance Work Statement and evaluation criteria.

For any additional information that we need to provide, like in the Privacy Assessment

Attachment 7 document, do you allow links or are pdfs preferred?

Vendors should follow the solicitation’s submission instructions for attachments and supporting documentation. Where documents are required to be submitted, PDF format is preferred unless otherwise stated. If links are provided, vendors are responsible for ensuring that all information is accessible without restriction for the duration of the evaluation period.

Does the Supplies or Services & Prices or Costs table and Packaging and Marking, Inspection and Acceptance, Deliveries or Performance on pages 3-7 of the Contract Clause document

(26QE027_SOL_033026.pdf) need to be filled out by us or is this just for our reference?

Unless otherwise directed in the solicitation, the Supplies or Services &

Prices/Costs table and the Packaging and Marking, Inspection and

Acceptance, and Deliveries or Performance sections are provided for contractual reference. Vendors should complete only those sections of the solicitation explicitly identified as requiring vendor input.

26 Are services allowed?

Yes. This solicitation includes service‑based requirements. As described in the PWS, the requirement consists of 100% digital teacher resources, formative assessments, and related professional learning, including instructional resources, assessments, and professional learning services aligned with national standards. The professional learning component is a required service element of the requirement.

27 Is it curriculum based?

Yes. The requirement is curriculum‑based. As outlined in Section 2

(Requirements/Objectives) of the PWS, the Contractor shall provide commercial off‑the‑shelf (COTS) digital teacher resources and formative assessments aligned with applicable national standards. These resources are intended to support standards‑based instruction and assessment and are integral to the curriculum delivery described in the solicitation.

28 Any required past performance?

Per the List of Attachments, Past Performance (Attachment 9) is required. Please refer to Section 2.1.3 of the Instructions, Conditions, and Notices to Offerors or Quoters and Section 2(II) of the Evaluation

Factors for Award in the solicitation for additional details regarding

Factor 2: Past Performance.

Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.

Yes, this requirement is a recompete. The current incumbent is The

Prophet Corporation, and the existing contract award number is

HE125420D0011.

30 What is the timeline for deliverables?

The timeline for deliverables is established in Section 5 (Contract

Deliverables) of the PWS. Deliverables shall be provided in accordance with the milestones and periods of performance specified therein.

31 Is there a breakdown of the 320 resources by grade levels?

There is no specific grade‑level allocation prescribed for the 320 resources. The resources are intended to support a range of educators across K-12 grades. Licenses must be sufficiently flexible to accommodate varying instructional assignments and the agency’s hybrid instructional arrangements, allowing teachers to access resources appropriate to the courses they teach.

32 Do these include plans, assessments, and student-facing learning materials like slide decks?

The requirement includes 100% digital instructional resources that support teaching and learning. Integration with platforms such as Google

Classroom or Schoology is not required but is not prohibited. Some student‑facing materials may be appropriate where instructional design supports student engagement; however, the requirement does not contemplate standalone student accounts or direct student access beyond what is necessary to support instruction as described in the

PWS.

Will there be time allotted to develop the curriculum, or are you seeking a pre-made solution?

The Government is seeking a commercially available, fully developed solution that is ready for implementation. There is no time allotted for custom curriculum development under this requirement. The solution shall be deployable upon award and integrate, as applicable, with existing instructional environments. Vendor‑developed curriculum construction during performance is not contemplated.

Does the reference to "320 resources" refer to individual items (e.g., plans, assessments) or

320 sets of a full curriculum?

The reference to 320 resources refers to the minimum number of educator licenses required (grades K–12). Each license shall provide full access to the applicable instructional resources. Licenses shall be transferable to accommodate staffing changes; individual, single‑use licenses are not acceptable. The Government seeks to avoid the need to purchase additional licenses due to non‑transferable access restrictions.

I am seeking clarification regarding teacher/student access and LMS hosting requirements outlined in PWS 2.2.2.1: "Provide digital resources designed to operate within DoDEA’s learning management system (LMS, Schoology), which functions within our virtual learning environment (VLE). Additionally, provide teacher and student access to the Contractor’s digital resources through a single sign-on platform that utilizes a unified username and password, specifically via DoDEA’s identity, rostering, and management platform

(ClassLink)." This indicates that resources must be accessible through both DoDEA’s VLE

(Schoology) AND the contractor’s platform. Our digital resources are already designed to be housed within an LMS. If we set them up on DoDEA’s Schoology platform, is it necessary to also provide access through a secondary platform (e.g., another LMS such as Agilix Buzz)? I would assume this would be for standalone applications that may require additional sign-on credentials. Would this additional sign-on be necessary if only connecting to another

LMS?

No. The PWS does not require duplicate or secondary LMS access when the contractor’s digital resources are fully hosted within DoWEA’s LMS

(Schoology). The requirement for single sign-on via ClassLink applies regardless of whether content is hosted within Schoology or externally by the contractor. Multiple authentications or additional standalone credentials are not required where integration with DoWEA’s LMS is achieved in accordance with PWS Section 2.2.2.

If LMS access is only necessary via one LMS platform-- either the DoDEA’s Schoology VLE or our current LMS—would DoDEA prefer that the content be hosted within their

VLE/Schoology?

a. If the content is only hosted within DoDEA’s LMS, can we assume that DoDEA will handle user access management? This approach would also reduce concerns related to contract access to personal information/privacy, which would impact our RFP responses.

b. If the content is hosted within DoDEA’s LMS, would the contractor have access to the

LMS to provide support for implementation and ongoing maintenance?

(a) Yes. When content is hosted within DoWEA’s LMS (Schoology), DoWEA is responsible for user account provisioning and access management, consistent with DoWEA identity, rostering, and privacy requirements. This approach aligns with PWS Section 3.2.1, which limits the use of personally identifiable information and supports data security and privacy protections. (b) The contractor may be granted limited, role‑based access to DoWEA’s LMS as necessary to fulfill implementation, integration, and technical support requirements outlined in the PWS. Any such access will be coordinated post‑award and governed by DoWEA security, privacy, and access control policies.

Contractor access will not include authority to provision or manage user accounts unless explicitly authorized in writing by the Government.

The mention of student access raises some questions, as the RFP appears to focus on teacher licenses. Our understanding is that teachers would be using content with their students, so we would assume it would be the teacher's responsibility to disseminate the resources to their students as they see fit. However, the statement about student access feels contradictory. Would student licenses be required in addition to teacher licenses?

Would the contractor be responsible for setting up student access? (Once concern being, if we provide student access via another LMS, those additional student LMS fees would need to be factored into pricing. We would need clarity on that process as well as the number of student licenses that would be needed).

The requirement anticipates that teachers will serve as the primary users of the digital resources and will disseminate instructional materials to students as part of instruction. Student access is required where the digital resources, assignments, or assessments are designed for direct student interaction, including through DoWEA’s LMS (Schoology). The solicitation does not mandate separate student licenses unless the vendors solution requires such licenses to meet the PWS requirements.

Vendors are responsible for clearly describing any licensing assumptions in their quotes and pricing accordingly.

Would these these resources be intended for both in-person and virtual students? If so, would virtual students access content via DoDEA’s VLE? If yes, would teachers be responsible for making those resources accessible to students, such as integrating them into existing courses?

Yes. The digital resources are intended to support both in‑person and virtual instruction, including DoWEA’s virtual learning environments.

Where student access is required, resources must be accessible via

DoWEA’s LMS (Schoology) or integrated in a manner consistent with

PWS Section 2.2.2. Teachers are responsible for integrating resources into instruction, including course placement and assignment within the

LMS.

For Attachment 3, are you looking for a VPAT report to be included or just a statement of compliance?

Vendors are required to submit an Accessibility Conformance Report

(ACR) using the Voluntary Product Accessibility Template (VPAT®)

Version 2.1 or later for each applicable ICT item, as specified in

Attachment 3 and the solicitation instructions. A statement of compliance alone is not sufficient.

On Page 21, Section 4.0 Page limits, it mentions that each volume must be separated.

Would separate PDF's of these volumes be acceptable?

Yes. Separate PDF files for each required volume are acceptable and meet the submission requirements, provided each volume is clearly labeled, submitted by the solicitation due date and time, and complies with the page limits and formatting requirements specified in the solicitation.

On Page 21, Section 5.0, Attachments, it says “when submitting Attachments 1 — 9, please make sure that the attachments are provided as separate documents as part of Volume 1.”

If we put dividing pages in between the forms in Volume 1 to separate them, would that meet the requirement? If not, what is the preference for separating Forms 1-9 in the

Volume?

No. Dividing pages within a single document do not meet the solicitation requirements. As stated in the solicitation, Attachments 1 through 9 must be provided as separate documents and submitted as part of

Volume 1. Each attachment should be clearly labeled by attachment number and title.

508 Standards - do we just need to make sure we are in compliance or do we need to submit documentation for you that we are in compliance?

Vendors are required to submit documentation demonstrating Section

508 compliance. As specified in Attachment 3 (Accessibility Conformance

Report) and the solicitation instructions, vendors shall provide an

Accessibility Conformance Report (ACR) using the Voluntary Product

Accessibility Template (VPAT®) Version 2.1 or later for each applicable

ICT item. A statement of compliance alone is not sufficient.

43 How do we submit all of our documents?

All quote materials and required attachments shall be submitted electronically via email to the Contract Specialist and Contracting Officer, in accordance with Solicitation Section L, 3.3 (Submission Requirements and Quote Due Date). Submissions must be received by the date and time specified on the SF‑1449, Block 8. Vendors are responsible for ensuring their submission complies with file size, formatting, and organization requirements outlined in the solicitation.
