About this file
This is a Standard Form 30 Amendment of Solicitation/Modification of Contract for a Firm-Fixed Price (FFP), indefinite delivery/indefinite quantity (IDIQ) contract for leased administrative vehicles issued by the DOD Education Activity. The solicitation (HE125425QE091) is dated 22 Sep 2025 and uses a Lowest Price Technically Acceptable (LPTA) evaluation methodology.
Key evaluation factors include: (1) Technical Capability (must be Acceptable), with subfactors for leased administrative vehicles and delivery date, (2) Past Performance (Acceptable or Neutral), and (3) Price. The government anticipates awarding one contract to the lowest-priced technically acceptable offer. Offers will be evaluated in a two-step process: first conducting price analysis to determine fairness and reasonableness, then evaluating technical volume. Past performance will be assessed based on recency (within last 3 years) and relevance (leasing period exceeding 6 months). The amendment updates evaluation procedures and provides details on how offers will be assessed and potentially rejected.

Evaluation Factors for Award
Miscellaneous text in this section has been modified to:
52.212-2 ADDENDUM - EVALUATION--COMMERCIAL PRODUCTS ANDCOMMERCIAL SERVICES (NOV 2021)
Basis for Contract Award.
(a) Addendum to Paragraph (a). Paragraph (a) is changed to read as follows:
The Government will evaluate each quote and award to the Offeror making the best value offer to the Government based on the lowest price technically acceptable (LPTA) quote received.
This acquisition will be conducted in accordance with FAR Parts 12 and 13. The Government anticipates awarding one (1) Firm-Fixed Price (FFP), indefinite delivery/indefinite quantity (IDIQ) contract to the Offeror whose quote, conforming to all the requirements of the solicitation, represents the best value to the Government based on the lowest price quote received, that is technically acceptable. Offers above the lowest price will only be evaluated if the lowest price offer fails to meet the requirements.
The Government reserves the right to not consider for award, quotes that do not adhere to the administrative requirements outlined in Addendum FAR 52.212-1 Instruction to Offerors.
Additionally, the potential awardee must be determined responsible in accordance with FAR Subpart 9.1. By submission of its quote, the Offeror agrees to all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements.
Failure to meet a requirement may result in a quote being determined unacceptable for award. The Government may, in its discretion, conduct exchanges and clarifications with Offerors if exchanges are determined to be in the Government's best interest.
Award Decision: The award decision will be made based on the following procedure:
Step One: The Government shall conduct price analysis first to determine whether an Offeror's quote is fair and reasonable in accordance with FAR 13.106-3(a). The Government will start price analysis with the lowest-price offeror that has submitted a complete offer and complied with the quote submission requirements of the solicitation.
Step Two: After an Offeror's price is determined fair and reasonable, the Government shall then evaluate the technical volume of the quote received by the required date/time.
The technical capability factor will receive an overall rating of acceptable, or unacceptable. If any non-priced factor is rated "unacceptable," the entire quote is rendered technically unacceptable, and the quote will be removed from further consideration.
Technical acceptability for the award is determined by an Offeror obtaining a rating of" Acceptable" for Factor I, Technical Capability.
Based on the preceding, the Government reserves the right to proceed to award once it identifies the lowest priced offer that is "acceptable" for the non-price factors and otherwise meets the requirements of the solicitation without evaluating higher priced offers. In short, not all offers will be evaluated if the Government has identified the lowest-priced offer that has an overall rating of acceptable for the technical capability factor.
The overall evaluation criteria for this solicitation are as follows:
1. Factor 1-Technical - Offeror must receive an overall rating of Acceptable
a. Subfactor 1 - Objective 1. Leased Administrative Vehicles
b. Subfactor 2 - Delivery date
- Offeror must receive an overall rating of Acceptable or Neutral2. Factor 2-Past Performance
3. Factor 3-Price
Evaluation Factors: Will be rated in accordance with FAR13.106-2.
The Government will evaluate the Offeror's response to Subfactor 1 and Subfactor 2, provided in 1. Volume I - Factor 1: Technical Capability.
Attachment 2, and any relevant supplemental documentation to determine if the Offeror's quote clearly meets the requirements in Objective 1.
Technical Capability rating will be based on the following table:

1.
2.
Overall Requirements for Technical Capability Rating Description
Acceptable Offeror's quote clearly meets the requirements of the solicitation
Unacceptable Offeror's quote does not meet the requirements of the solicitation
2. Volume II - Factor 2: Past Performance. This factor will be evaluated to assess the Offeror's ability to successfully meet the requirements based on the Offeror's demonstrated recent and relevant record.
Recent: On-going or must have been completed within the last three (3) years by the closing date/time of the solicitation.
Relevant: Leasing period exceeding 6 months, during the last three (3) years.
Past Performance rating will be based on the following table:
Past Perfo rman ce Ra ting
Description
Acce ptabl e
Past Performance is Recent and/or Relevant
Unac cepta ble
Past Performance is not Recent and/or Relevant
Neutr al
Offeror Without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance. In the context of acceptability/unacceptability, a neutral rating shall be considered "acceptable."
In addition to past performance information submitted by the Offeror, past performance information may be obtained from the Responsibility and Qualification Information from the SAM portal, Electronic Subcontract Reporting (eSRS), or other government databases; the Defense Contract Management Agency; and interviews with Program Managers, Contracting Officers, or other sources known to the government.
In evaluating past performance, the government reserves the right to give the greater consideration to information on those individual's contracts deemed most relevant to the effort described in this solicitation.
The Government may reject a quote if it is found that the Offeror deleted, misrepresented, or withheld any information that might have a negative impact on its past performance record.
This factor will not be assigned a rating. However, the Offeror's quote, using Attachment 3, will be evaluated to 3. Volume III - Factor 3: Price.
determine if the price offered is fair and reasonable in accordance with the techniques and procedures stated in FAR 13.106-3.
Representations and Certifications. Will not be evaluated but will be reviewed for completeness.4. Volume IV - Factor 4:
(b) Options. Addendum to Paragraph (b). Paragraph(b) is changed to read as follows:
Evaluation of Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the base period. The Offeror shall submit pricing for the base period and all option periods. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
To account for the option period(s) possible under FAR52.217-8 (maximum six months) Option to Extend Services, the Government has provided a table within Attachment 3, labeled "FAR 52.217-8 Option to Extend Services." The Offeror shall provide a Unit Price for each CLIN Description. For the purpose of the evaluation, the contractor shall also use Unit Prices for each 1000 series CLINs. However, if the Government must exercise the option under FAR 52.217-8, then the Government will use the rate given for the last year performance was completed if the option under FAR 52.217- 8 will be exercised other than CLINs 1001, 1002, and 1003.
