Who will create Route sheets based on the students and bus stops you have provided? The government approves the final route sheets, which will be distributed to the service provider awarded according to the PWS. Offerors should provide recommended route sheets as part of their Technical Proposal(s), as specified in the solicitation for these requirements.
Please also note that the government-approved Route Sheets are dynamic, i.e., they change throughout the STS's performance period to support mission needs, and that the awarded contractor, as part of these STS requirements, will be expected to suggest recommended route updates, e.g., optimizations, etc., during the lifecycle course of these services and according to the PWS.

Will safety attendants switch routes, or are they scheduled for specific routes? Currently, safety attendants will not be switching routes. The government projects that all elementary school buses will have safety attendants for the younger students. Safety attendants may be requested for specific High School and Middle School buses as determined by the COR appointed for the anticipated contract(s).
PWS N/A
What is the difference between safety attendants and bus monitors? Are bus monitors additionally required?
There is no Bus Monitor requirement for the anticipated contract(s) these requirements.... ‘Bus Monitor is a dated term that has been updated with the Safety Attendant (SA) function as specified in the PWS and other related documents published for this solicitation.

How long will Security Check Up’s take for new drivers and how quickly can new employees receive their DBIDS card?
The DBIDS time frames are variable (typically from one to several months) and chiefly dependent upon the status and background checks of the employees proposed. All first-time requests are entered into the Local National Screening Program (LNSP) for background checks. After LNSP shows the employee marked as “Favorable,” the government may process for a temporary base pass. Once an employee is completely cleared through the LNSP process, DoDEA can submit all paperwork to the base for additional government processing for a full-time DBIDS card.

According to the contract specifications, we are to provide security personnel. Could you please inform us about the exact number of personnel required?
There are no ‘security’ requirements on this service contract other than the necessity for STS personnel to attend the annual, government-provided ‘Security Training’ and refresher training at a couple of specified times/locations designated for each school year. This question most likely pertains to the Safety Attendants (SA) positions for these requirements, and the estimated quantities (or numbers of those personnel) for those positions are per Attach X5 (i.e., the Pricing Sheet). Please closely reference the Performance Work Statement (Attach 1 of the solicitation) for the tasks and associated performance standards for all these specified requirements.
PWS N/A
The contract notes that school in Starnberg starts at 08:10 AM. In previous years, however, the bus always arrived in Starnberg at 09:00 AM. Are there any changes to the arrival times that we should be aware of?
Please note that the bell times for all the schools serviced these requirements are specified in PWS 2.1.11 (Attach 1), and sample routes to meet these requirements are provided in Attach X1(a) for this solicitation. No further details for exact start times, stops, etc., are provided for the solicitation.
