Attachment 7, FAR and DFARS Provisions

The FAR and DFARS fill-in provisions are contained within the solicitation, directly after the PWS or may be downlaoded from the FAR and DFARS: https://www.acquisition.gov/far and https://www.acquisition.gov/dfars

Does the minimal and maximum order value refer to 1 year (per year) or do those values cover the optional (4) 1 year period as well?

The minimal and maximum amounts refer to the life of the contract. The maximum value will be adjusted, if needed, at contract award. The minimum shall remain $10,000.00.

In PWS section 3.2 (3.2.1 and 3.2.2), does access to the Liaison and Alternate Liaison need to be in person or does virtual suffice?

The liason may be in person or virtual.

Will the professional development training be used by paraeducators that are located domestically, internationally, or both?

See Performance Work Statement (PWS) at 1.1: In the Americas, DoDEA operates 50 schools located in seven states, Puerto Rico, and Cuba. In Europe and the Middle East, DoDEA operates 64 schools located in Germany, England, Netherlands, Belgium, Spain, Turkey, Bahrain, and Italy. In the Pacific, DoDEA operates 46 schools located in Korea, Japan (mainland and Okinawa), and Guam. DoDEA also operates a fully accredited virtual high school with teaching hubs in each region: Americas, Europe, and Pacific.

Is DoDEA looking for custom created content for this project, or is the expectation that existing content be licensed?

The expectation is that the existing content will provided and remain research-based and relevant based on the specialized needs of students with varying exceptionalities.

The pricing sheet indicates costs for participant licenses. Are we to understand these prices should be indicative of web hosting and content development costs?

Yes. Also see ADDENDUM – INSTRUCTIONS TO OFFERORS -

- COMMERCIAL ITEMS (DEC 2006) at 2.1.4.2 Alternate Pricing "a. If standard commercial pricing differs from the pricing sheet, vendors may submit pricing that is more appropriate to their standard commercial practice.

b. If a vendor includes an alternate pricing structure than what is provided, the quote shall reference the Contract Line Item Numbers (CLINs) in Attachment 1, Pricing Sheet..."

What is the general expectation for these courses? Would the DoDEA prefer text-based content, original video lectures, externally sourced content, etc.?

We require self-paced, asynchronous, paraprofessional learning modules that are web and address the topics listed in section PWS 2.2.4

Courses are defined as being a maximum of 90 minutes in length;

should courses be contained within a single time period? Are units considered multiple related courses? For example, a unit on bullying prevention might be made up of separate 90 minute (max) courses on prevention strategies, intervention methods, restorative practices, and reintegration guidance.

Courses are to be defined as being no more than 90 minutes in length to accommodate para contracted work hours.

Should the Novice-Based and Experienced-Based programs be separate entities, or will all participants have access to both types of courses?

The request must specifically address the separate needs of each group... "to include whether the course is novice-level or experience-level"

Does the DoDEA have a preferred platform for hosting this content? Do you require custom domain and branding or can an off-the-shelf course hosting platform be used?

The platform must adhere to the technical requirements noted in the

1.1 Software and Cloud Security Requirements 1.2 System

Requirements.

Is this a new requirement, if not can you share the previous solicitations and award information.

The requirement was previously solicited in 2019 and awarded as contract HE125419D0010.

Will there be a need to review the entire course before deciding on an award?

There must be access to review courses to inform the award decision (entire course is preferred to better inform the decision making).

Is there be a possibility to create a custom series of courses for the above requirements or does the customer want an existing training in the commercial market?

Possibly if the government requirement change. Vendor can provide solutions currently available in the commerical marketplace.
