COMBINED SYNOPSIS/SOLICITATION
AMENDMENT-2: HE1254-21-Q-8030 School Emergency Mangement Training
The referenced solicitation above is revised to incorporate the responses to the questions received.

4 Is there a list of training locations that the government has published?

5 The solicitation states the Set Aside is Small Business but the Size Standard is $12 million, would the government give consideration to changing the Size Standard to $16.5 Million Small Business?
The size standard is driven by the NAICS code associated with the requirement. NAICS Code 611430 Professional and Management Development Training has a size Standard of $12.0M
6 Para 1.3, pg. 101, RFP indicates Tier 1 Training is DoD (DHS) approved courses currently available. Can we get a list of those courses to ensure they are acknowledged in Tier 2 and Tier 3 training? This will give us an idea of the student's base of knowledge.
Yes, Tier 1 Training course list is attached titled Amend2 DODEA School Emergency Management Tier 1 Training.
7 Para 1.3, pg. 101, Is there an expectation that Tier 1 training is a prerequisite to Tier 2 training, and Tier 1 and Tier 2 training a prerequisite to Tier 3 and TTX?
Ideally participants will complete training in the order of Tier-1, Tier-2, then Tier-3, but DoDEA will not consider completion of Tier-1 as a prerequisite for Tier-2, and completion of Tier-2 as a prerequisite for Tier-3 training.
8 Is an electronic format acceptable for student Tier 3 material? This would require computer access during the training.
No, most Tier-3 training participants will not have consistent computer access during the training event.

9 Para 3.8, pg. 112, Travel indicates ONLY airfare/rental car and fuel, and standard per diem rates are reimbursable. POV mileage, airport parking, and other travel-related expenses approved under JFTR not allowed?
Per Diem: The Contractor shall use established per diem rates via GSA site. Per Diem shall be calculated using GSA’s established rates at time of travel found at https://www.gsa.gov/perdiem - Federal Travel Regulation – Subchapter B – Allowable Travel Expenses - Part 301-10 - Transportation Expenses.
Airfare/Car Rental - IAW PWS. The contractor will be asked to provide the airfare and car rental price for each travel event. The Government will then use independent market research to determine the reasonableness of the price prior to authorizing any travel.
A refundable ticket shall be purchased regardless of the mode of travel; whether purchasing airline tickets, train fare or bus tickets.
10 Pg. 112, Tier 3 training is only conducted during the school year and during school hours. Assuming some teachers and administrators are members of SEMT (even PWG), can they be absent from the classroom three days straight for Tier 3 training?
Is there an expectation Tier 3 training is conducted contiguous or non-contiguous?
Yes, instructional staff involved in training will have substitutes assigned to cover their duties while participating in the Tier-3 traiing.
Expectation is that training will be conducted three continuous days.
11 Page 102, Supporting Tasks (Objective 1): Task 3
– Task 5 require delivery “following receipt of approval” of a previous Task deliverable. To allow for the proper allocation of resources, can the government provide their expected review/approval time for each Task 2 – Task 4 deliverable?
DoDEA anticipates that its review/approval of acceptable materials for Objective 1, Tasks 2-4 deliverables not to exceed 10 business days from delivery to the COR.

Without additional information/coordination across DoDEA locations/communities, this number cannot legitimately be provided. Will the government please provide a Not-to-Exceed (NTE) plug figure for this or change the CLIN to N/A?
The NTE ammount for CLIN 0010, 1010, 2010, 3010, 4010, and 5010
The Government elects not to define the not to exceed dollar amount; reference previous comment IAW PWS Para. 3.10.
16 General: Will the government please allow for a proposal submission extension until 23 August 2021, or a minimum of 7 days from the posting of answers to questions received?
Yes, the proposal extention will be until 23 August 2021 at 12:00PM EDT.
17 Page 111, Section 3.2. – Security Requirements, subsection 3.2.1: Will the Government confirm that Offeror’s must possess a SECRET clearance at the time of proposal submission?
Per the PWS 3.2.6 “Prior to performance on this contract: all contractors must be United States citizens and possess a favorably adjudicated SECRET or Interim SECRET security clearance.”
Offerors are not required to posses a SECRET clearance at the time of proposal, but must be capabel of obtaining a SECRET or Interim SECRET clearance before starting performance on this contract.
18 Section SF 1449 – Continuation Sheet (Section B):
Can the Government clarify if task order awards for CLINs 0001 – 0006 (supporting objectives 1 – 6 respectively) will be for the accomplishment of the entire objective? Will the Government award funding for the entire CLIN in a single task order?
Yes, CLINs 0001 – 0006, 1001 – 1006, 2001- 2006, 3001 – 3006, 4001 – 4006, and 5001 – 5006 will be for the accomplishment of the entire objective.

19 Page 50, Instructions to Offerors, Page Limitations: Will the Government increase the page limitation for past performance to 6 pages (i.e., 2 pages per reference)?
Yes, the page limitation is increased for past performance to a total of 6 pages.
20 Page 52, Instructions to Offerors, Price: Is the Government requesting any additional information or is the completed CLIN schedule the only requirement?
(f) Factor 3 – Price: Offerors are required to provide pricing in the form of completed CLIN schedule. The price will be evaluated for reasonableness.
A CLIN table has been provided, see attachments via sam.gov, titled AMEND2 CLIN TABLE.

21 Page 50, Instructions to Offers, Quote format:
Does the Government intend for proposal submissions to be in one volume (i.e., technical, past performance, and price) within the same document or is the price volume to be a standalone document from the technical and past performance factors?
Separate Volumes is prefered:
Vol I: Technical
Vol II: Past Performance
Vol III: Price
22 Reference Para 2.3 (Objective 3) Tier 3 training – What is the anticipated number of course deliveries per year, and does the government anticipate increasing the number of course deliveries during the contract period?
DoDEA’s intention is to conduct Tier-3 training at each of the 60 supported military communities every 3 years. DoDEA anticipated conducting 20 Tier-3 training events per year to meet that goal. DoDEA may increase the number up to 30 events per year if circumstances preven the total anticipated number of training events from being conducted in the previous contract year.
23 Reference Para 2.3 (Objective 3) Tier 3 training – Does the government want pricing for a virtual course delivery in addition to onsite course delivery format?
No.
24 Reference Para 2.4 TTX Module – Does the government want pricing for a virtual TTX delivery in addition to onsite TTX delivery format?
No.
25 General: Will the government clarify where offerors should include Representations and Certifications?
The reps and certs are included in the 1449 or you may include them with your Technical Proposal.
26 Page 50, Will the government permit offerors to include a Table of Contents that is not included in the page limits?
Yes, you may include a Table of Contents and it will not impact your page limit.
27 Page 51, Will the government clarify the difference between “Contract Amount” and “Dollar Value” of contract within the past performance information requested?
Yes, the Dollar Value is indicitive of the total Contract Value, the change in verbage is a redundancy, please ensure you include total contract value and contract type.
All other terms and conditions remain unchanged.
