1. Technical Proficiency
2. Past Performance
3. Price
BASIS FOR AWARD:
The Lowest Priced Technically Acceptable (LPTA) will be employed in accordance with the policies and procedures under the Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, in conjunction with FAR Subpart 13, Simplified Acquisition Procedures.
Award will be made to a single offeror who is deemed responsible in accordance with Subpart 9.1, whose quote conforms to the solicitation requirement, is determined to be fair and reasonable, and whose quote, judged by an overall assessment of the evaluation criteria and other consideration specified in this solicitation, represents the LPTA offer.:
EVALUATION CRITERIA. The quote will be evaluated under three evaluation factors:
Technical, Past Performance, and Price.
Factor 1: Technical Proficiency
Factor 2: Past Performance
Factor 3: Price
Factor 1 – Technical Proficiency. The Government will evaluate the offeror’s Technical Proficiency to provide repeater services to Fort Buchanan, and Ramey Puerto Rico by FIRST, comparing the capabilities described in their methodology to accomplish the requirements with Tasks 1-11 described in section 2-1 of the PWS, and SECOND, determining the experience the offeror’s have by identifying previous engagement in the performance of such tasks. In order to receive a technical rating of “Acceptable” the offeror must meet the minimum requirements of the solicitation as provided by these instructions and the table provided below.
The Technical Factor will receive one of the adjectival ratings defined below:
ADJECTIVAL RATING DEFINITION
Acceptable Quote meets the minimum requirements of the solicitation.
Unacceptable Quote does not meet the minimum requirements of the solicitation.
Factor 2 – Past Performance. The Past Performance evaluation will assess the offeror’s probability of meeting the solicitation’s requirements as indicated by that offeror’s record of past performance. In lieu of requesting past performance information, Contract Performance Assessment and Reporting System (CPARS) will be utilized in reviewing and evaluating past performance. Additionally, the Contracting Officer’s knowledge and previous experience may be used to determine Past Performance. Past Performance found unacceptable will not be eligible for award.
Past Performance Evaluation Ratings Rating Description Acceptable Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is neutral.
Unacceptable Based on the offeror’s performance record, the Government has no reasonable expectation that the offeror will be able to successfully perform the required effort.
Neutral In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available, the offeror may not be evaluated favorably or unfavorably on past performance.
In the context of acceptability/unacceptability, a “neutral” rating shall be considered “acceptable.
Factor 3 – Price. Price will not be scored or rated. Evaluation of price will be performed using one or more of the price analysis techniques as recited in FAR 13.106-2. Through these techniques the Government will determine whether prices are reasonable, complete and balanced. To be viable for award, offeror’s price must be determined fair and reasonable by the Government. The Government may determine that an offer is unacceptable if the pricing is significantly unbalanced.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement including the option to extend the services under FAR Clause 52.212-8. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
