HE1254-21-Q-0017-Middle School (6-8) Math Core Curriculum- Attachment 5-Questions and Answers
Question # Question Answer 1 We see that this RFQ is only available only for small businesses. We are a non-profit. I am confirming that we are ineligible for this contract.
Is this correct?
Yes, that is correct the requirement is set aside for small business.
2 I noticed the copyright date for materials must be after 2018. Our textbooks are 2015 and our eBooks are 2020. Are we eligible to submit a proposal?
All materials must be copyrighted after 2018.
Please see PWS section 1.1.1.
3 I am a little confused about the numbers I am bidding for.
Can you be more specific?
Your bid will be based on the quantities stated in Section B of the solicitation. As well as the figures stated on the pricing sheet. The pricing is based on if your product is consumable or a hard-back book.
4 It is our understanding that the Middle School 6-8 Math Core Curriculum is only open to small businesses, can you please confirm this?
Yes, that is correct.
5 It appears this solicitation is
100% small business set aside, with 1,000 employees being the definition of small business. Limiting this opportunity to 100% small business set aside will restrict competition, given that many publishers exceed this threshold. Would DoDEA consider opening this opportunity to vendors who are not small business as defined by the 1,000-employee cut off?
The solicitation is set aside for small business.
However, large businesses can collaborate with a small business if necessary, as long as the small business is performing over 50% of the work.
6 I can see that DODEA has also posted for the HS materials, but it looks like much of the content needs to be re-submitted.
Each solicitation stands alone, and the requirements are different.
7 Are we being considered for our Illustrative Mathematics program? The RFP read like multiple vendors could win the award.
We anticipate awarding one contract from this solicitation. Please refer 52.212-2 Addendum.
8 Will DoDEA consider a program in development for this solicitation?
If so, is there a final date when the printed and digital materials need to be available for teachers and students? If so, please confirm that date.
If your final date makes it necessary, can we provide print resources in phases i.e.
term 1 material for the beginning of term 1 and term 2 material for the beginning of term 2? Can we submit a unit sample print prototype as part of our response to the RFP?
No, we are looking to procure off-the-shelf teacher and student resources that are available by June 10, 2021. It must be an established program that meets the requirements of the solicitation.
