NOTICE
SOLICITATION NUMBER: HE125420R3001
TITLE OF PROJECT: DoDEA Student Information System (SIS)
CLASSIFICATION CODE: D318 Integrated Hardware/Software Services Solutions

Project Period of Performance: April 2020 – April 2030 (potential 10 year contract)
SYNOPSIS
This is not a Request for Proposal (RFP). This notice shall not be construed as a commitment by the Government to issue a solicitation, nor does it restrict the Government to a particular acquisition approach. This is strictly a synopsis to inform industry about an upcoming requirement. The Government will not accept any proposals based on this notice.
The Department of Defense Education Activity (DoDEA) intends to issue a Request for Proposal (RFP) on or about January 20, 2020 for a vendor-hosted Student Information System (SIS).
DoDEA requires a Software as a Service (SaaS) SIS to maintain, support, enable intuitive use and comprehensive privacy security of students’ educational past and current records, accommodate students’ future records, and perform administrative reporting for all DoDEA organizational hierarchy business operations from the classroom to the Director. A Performance Work Statement (PWS) will issued with the RFP, however in supporting all aspects of each student’s education, the SIS at a minimum must:
Allow parents/sponsors and students access to user interface portals for educational, health, and financial welfare records/reports, agendas, communications, and classroom to school to district information links/portals.
Provide transparent, efficient, personalized, and secure accessibility for operational and functional capabilities to the six different levels of functional users: community, complex/installation, school, district, region, and headquarters.
Be an intuitive, user-friendly, system application to administer and perform holistic learning and administration activities and tasks such as, but not limited to: master scheduling, information management, interface with data repositories and third-party applications/systems to enhance and provide the latest in modern student information system capabilities.
The Contractor shall provide all personnel, technical support and maintenance, materials, supervision, training and other items and services necessary to perform DoDEA’s SIS requirements.
SIS will be a single award Indefinite Delivery/Indefinite Quantity (IDIQ) contract consisiting of Firm Fixed Price (FFP), Contract Line Items (CLINs).
This acquisition will be solicited as a full and open requirement using the procedures set forth in FAR Part 12, Commercial Items and FAR Part 15, Contracting by Negotiation. All terms, conditions, evaluation procedures, and instructions to Offerors will be specified in the RFP.
Note: A draft PWS will be posted for industry’s review and comment on or about Monday, 23 December 2019.
