Item # Question/Confirmation/Comment Answers/Responses
On the pricing sheets they are separated into Zones for the Lakenheath Complex, do you have routes/times information that you can share?
Route mileage infromation were provide with the release of Amendment 0001.
02 It states total number of runs, do you know the daily break down?
Each route sheet indicates one AM/PM run each school day. The High School would require a PM2 run for after school student activities Mon-Fri. The Middle School also would require a PM2 run but only on Tue & Thur.
Re page 87. 52.216-1 Type of Contract (April 1984)
Could you please clarify the type of contract this is? For example is it:
A. If we were successful with any of the zones, would we be operating the contract for the full five year term of the contract Or B. Would we be issued with a Request for
Quote (RFQ) on an annual basis, where other IDIQ holders for this contract would be able to submit their RFQ. The government would then issue a task order for a Period of Performance (POP) for the following twelve months
I ask this because we are at the moment within the IDIQ holders group for an existing
DoD school contract which follow format B above.
If your firm is successful with any or all Zones, your firm would be the sole contractor responsible for providing services for the base year and subsequent option periods should they be exercised.
Awards resulting from this solicitation will be for one contractor and no annual RFQ will be required.
On page 98 of the HE125420R2005 solicitation it states
‘The Government contemplates award of a Firm-Fixed Price (FFP) Indefinite Delivery
Indefinite Quantity (IDIQ) contract resulting from this solicitation’.
Then on pages 97/98 252.216-7006 Ordering (Sept 2019) paragraph (a) it states, ‘Any supplies and services to be furnished under this contract shall be ordered by issuance of delivery orders or task orders by the individuals or activities in the contract schedule. Such orders may be issued from 01 August 2020 through 31 July
2025 Such orders may be issued from the contract’s effective date through the expiration date of the last option period exercised, or the expiration date of the base period, if no options are exercised’.
I just need clarification which format we would be operating the contract on, as we are operating format B and have in the past operated format A
If your firm is successful with any or all Zones, your firm would be the sole contractor responsible for providing services for the base year and subsequent option periods should they be exercised.
Re page 88. 52.216-22 Indefinite Quantity. (Oct 1995) Paragraph C
(c) Except for any limitations on quantities in the Order Limitations clause or in the
Schedule, there is no limit on the number of orders that may be issued. The
Government may issue orders requiring delivery to multiple destinations or performance at multiple locations.
Could you please clarify this paragraph and give me an example of where this clause may apply?
Each task order/delivery order is subjected to the limitation stated within Clause 52.216-
19, Order Limitation. However, the Government may issue multiple task or delivery orders within the 12-month performance period. Transportation typically issues two task orders within the performance period.
(d) Any order issued during the effective period of this contract and not completed within that period shall be completed by the Contractor within the time specified in the order. The contract shall govern the Contractor's and Government's rights and obligations with respect to that order to the same extent as if the order were completed during the contract's effective period; provided, that the Contractor shall not be required to make any deliveries under this contract after one year of expiration of the contract.
Would we have to complete an order within the one year after the expiration of the contract if required to do so?
Yes; however, this is more an exception.
HE1254-20-R-2005 LAKENHEATH TRANSPORTATION SERVICES SOLICITATION QUESTIONS & ANSWERS (Q&A)
Re page 81. Top paragraph
Just to clarify if we are submitting a proposal for more than one zone, do we complete just one attachment for all submitted zones or do you need a separate attachment per each individual zone. I ask this because some if not all the information will be the same for all zones. For example, we could use any one of our proposed vehicles on any zone, we would not have dedicated vehicles on an individual zone. We would manage all aspects of attachment five as a whole.
If submitting for all Zones then one Attachment 5 for Technical Capability is needed.
In box 15 of the Standard Form 1449 it states we must deliver to Feltwell Elementary
School but on page 79 of the solicitation we are required to e-mail it to yourself, Ms
Marcia E Lee and Ms Colleen C Pritchard.
Should we send a hard copy to Feltwell Elementary school and email a copy to you and your colleagues
Box 15 of SF1449 is the delivery DoDAAC for the services to be provided when the contract is awarded. All proposals must be e-mailed to those listed in the Addendum to
52.212-1 - Instructions to Offerors. NO HARD COPIES WILL BE ACCEPTED.
09 Do you have an indication of the loading figures for each route?
This figure would be based on the number of school aged students living in a particular village/town serviced on that route and would be provided at award.
If one of the schools, for example Feltwell middle was to close it would have an effect on the contract as it would possibly reduce the need for some of the routes. How would that effect our payments for the lost routes we had invested in?
If DoDEA ordered the Run, and services were rendered and accepted, then payment will be issued. However, should a school close, contractors will be given sufficient notice to make their necessary business arrangements.
If we are successful would there be an upfront payment for the first year before the contract commences No. DoDEA only provides payment for services rendered.
Would you be able to inform us of all of the rating scores you give us for on our submission, regardless of if we are successful or not?
Yes, the Government can provide to you the ratings your firm receives in response to the solicitation.
13 Also would we be able to have the rating scores of other bidders?
No, the Government can only provide your firm's rating and the awardee's ratings. The
Government cannot provide the ratings of the other vendors who were not considered for award.
Would we be able to have other bidders price submission figures including the successful bidder?
No, the Government can only provide the awardee's overall pricing. The Government cannot provide the pricing of the other vendors who were not considered for award.
